Program Background

Prospera is a A$304 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 200 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement. 

Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:

·      Expanding markets creating jobs: Building a robust private sector that creates more high value jobs.

·      Safeguarding economic and financial stability: Ensuring a strong foundation for sustainable and inclusive growth.

·      Improving public finances and government performance: Enabling a modern, effective and responsible public sector.

 

Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.

 

Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.

Prospera commenced in March 2018 and will conclude in February 2026.

The Role

The Economist (Public Financial Management) will assist the Government of Indonesia (GOI) counterparts to develop and improve fiscal policies and strategies.

The Economist will bring strong technical capacity to address the analytical needs of the Budget Policy Team on Public Financial Management (PFM), as well as, responding to new and emerging public spending issues. Under the coordination of the Senior Economist (Budget Lead), the Economist is expected to work closely with GoI counterparts to undertake economic analysis to improve policy formulation and targeting of fiscal policies.

The Adviser is also expected to support the development and implementation of Prospera’s overall work program in his/her area of expertise to successfully deliver Prospera's objectives.

About You

 

It is expected that the position will meet the following qualifications:

·      Postgraduate degree in a relevant field such as economics, public financial management, or public policy.

·      Minimum of 8 years’ relevant work experience in economics and quantitative analysis.

·      Strong financial, economic, and public policy analysis skills, including experience, or at least familiarity, with a range of economic analytical frameworks, including various kinds of econometric techniques, and other tools that could be deployed to support the GoI’s agenda.

·      Experience in leading research and advocacy on a range of topics relating to fiscal and/or public policy.

·      Demonstrated experience in the production of clear deliverables and policy advice to senior levels of government, and a wide range of other stakeholders, to drive policy change.

·      Ability to develop strategies, approaches, and work plans for development partner assistance.

·      Proven track record to work well in a team.

 

Remuneration


The remuneration will be set according to National Remuneration Framework group C, Job Level 2. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to Indonesian employment regulations and tax obligations. This position is a long-term position, open for National Indonesian applicants.
