Palladium seeks expressions of interest from organisations to deliver support services to Palladium as part of the Pacific Labour Mobility Support Program (PLMSP). The work would provide expert support to the Knowledge and Learning Team and Technology Team in instructional design, e-learning content creation, LMS customisation and management, LMS integration with custom systems and technical advice.
Description
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program (PLMSP) builds on the successes of the Pacific Labour Facility (PLF) program, with a renewed focus on the provision of tailored support to worker sending countries to address their specific needs and priorities. Palladium is contracted to deliver PLMSP on behalf of Department of Foreign Affairs and Trade (DFAT).
PLMSP’s role is to provide DFAT and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. PLMSP’s primary functions include capacity building for PALM scheme labour sending units; skills development and training for PALM workers; support for returning PALM workers and their families; information system management; monitoring, evaluation, research and learning; and communications.
As part of PLMSP’s objective to ensure workers more effectively socially and economically reintegrate to their home countries, PLMSP provides a digital learning solution to support worker and family capacity - the PALM Worker Learning Platform (PWLP). The PWLP is managed by the Knowledge and Learning Team and contains content for workers and people registered in work-ready pools. This content must be culturally informed, accessible and in line with best practice e-learning design principles for the Pacific context. By having the content available at registration, workers and their families can access information at their own pace to prepare them for a potential labour mobility experience. Content on the platform provides workers with knowledge about their rights and responsibilities in Australia and how to navigate processes such as superannuation and tax.
PLMSP is seeking a supplier to support the PLMSP’s Knowledge and Learning Team and Technology Team to ensure ongoing delivery and improvement of the PWLP. The main content authoring tool used is Articulate 360 and the developed courses are housed in Moodle. The Learning Management System (LMS) is accessed by workers through the Worker Portal of the In-country Recruitment Database (IRD) and the upcoming Worker App. Seamless integration of the course content and LMS with these platforms is vital.
