Program Background 

The Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a joint initiative between the Governments of Australia and Indonesia to support the transformation of Indonesia’s human and animal health systems, policy, and governance. The program runs for eight years (2025–2033), with total funding of up to AUD 100 million. Phase 1 runs from August 2025 to June 2029, investing about AUD 50 million. Phase 2 will extend the program out to 2033, pending agreement between the Governments of Australia and Indonesia.

KITA SEHAT is funded and managed by Australia’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global. Indonesia's Ministry of National Development Planning/National Development Planning Agency (Kementerian PPN/Bappenas) is the primary coordinating ministry for the program, in partnership with the Ministry of Health, the Ministry of Agriculture and subnational governments in Jawa Barat, Nusa Tenggara Timur and Papua Barat Daya.

 

The program works towards four end-of-program outcomes (EOPOs):  

  • Primary health care policy and governance – by 2033, national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.  
  • Primary health services – by 2033, selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups. 
  • Health system enablers – by 2033, national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions. 
  • Health security – by 2033, national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.  

 

KITA SEHAT is designed to address local priorities, ensure women and people with disabilities are central to health system change, and to build climate resilience into how that change is delivered. The program is aligned to Indonesia’s National Medium-Term Development Plan (RPJMN) 2025-2029, specifically National Priority 4: Strengthening Human Resources Development, Science, Technology, Education, Health Sport, Gender Equality, and Strengthening the Role of Women, Youth and People with Disabilities

The Role

The District Coordinator will support the implementation of KITA SEHAT activities at the district level. Reporting directly to the Jawa Barat Provincial Manager, the role serves as the primary liaison with district-level government agencies and local stakeholders. The District Coordinator will ensure district activities are aligned with the Annual Work Plan, meet performance targets, and contribute to the program's four End of Program Outcomes (EOPOs): improved primary health policy, enhanced health service quality, workforce capability building, and increased health security capacity.

 

Roles and Responsibilities

  • Implementation & Monitoring: Manage and monitor the delivery of KITA SEHAT activities within the assigned district, ensuring alignment with the Annual Work Plan and provincial strategic plans.
  • Strategic Input: Provide the Jawa Barat Provincial Manager with regular updates and technical analysis regarding district-specific challenges, opportunities, and context.
  • Stakeholder Engagement: Build and maintain strong working relationships with district government partners and local implementing partners to ensure local ownership and sustainability of program initiatives.
  • Technical Coordination: Work with the provincial technical team and Jakarta-based team to provide district-level evidence and insights for the development of Terms of References.
  • Reporting: Ensure timely documentation and reporting of district activities, including lessons learned, to the Jawa Barat Provincial Manager.
  • Representation: Represent KITA SEHAT at district-level coordination meetings and forums to promote alignment with local government priorities.

About You

Essential

  • Education: A bachelor's degree in public health, social sciences, public policy, veterinary medicine, or a related field.
  • Experience: Demonstrated experience (typically 5+ years) in managing program implementation in public health or related sectors, preferably at the district level.
  • Local Knowledge: Strong understanding of Indonesian government systems and structures at the sub-national/district level.
  • Communication: Excellent oral and written communication skills in Bahasa Indonesia; proficiency in English is highly desirable.
  • Interpersonal Skills: Proven ability to engage effectively with local government officials and diverse stakeholders.
  • Location: Must be based in, or willing to relocate to, the assigned district/city in Jawa Barat.

Desirable

  • Demonstrated experience working with donor-funded (strong preference for DFAT) development programs in a multi-culture stakeholder environment, and in an international, compliance-oriented organisation is highly preferable
  • Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) and climate change is a key focus of KITA SEHAT. Applicants with knowledge or experience on either or both will be highly regarded by the selection panel.
