Description

Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery. 
  • Pillar 2: Better sub-national governance for service delivery. 
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI. 

In 2026, SKALA underwent an independent Mid-Term Review to assess its performance during Phase 1 and to inform decision-making on the program’s future direction. Reflecting the program’s continued relevance and its achievements to date, a decision has been taken to continue SKALA into a subsequent phase.

The Role
The Director of Operations & Finance is a member of the SKALA Senior Leadership Team and is accountable for the leadership, performance and integrity of SKALA’s operational platform. This covers finance and compliance, people and culture, procurement and administration, ICT, office management and work health and safety, event support and travel, across the Jakarta office and SKALA’s twelve provincial locations.

The Director sets the direction for operational services and ensures they are efficient, compliant and responsive to the delivery needs of the Implementation, MERL & Performance, Knowledge Management & Partnerships and Planning & Quality teams. The role is responsible for ensuring that operational systems, policies and procedures are fit for purpose, compliant with DT Global and DFAT requirements, and supportive of GEDSI and locally led development principles.

The Director oversees the coordination and performance of the three units under their leadership (Finance & Compliance, People & Culture, and Procurement & Admin), ensuring effective planning, teamwork and quality delivery. The Director is accountable to the Team Leader for operational outputs and works closely with the DT Global Contractor Representative to ensure work plans, systems and decisions align with DT Global, DFAT and Commonwealth requirements.

The position requires the judgement to balance compliance with responsiveness in a dispersed operating environment, and the ability to translate corporate and donor requirements into practical systems that program teams can use.

Selection Criteria

Essential

  • Tertiary qualifications in finance, accounting, business administration, project management, international development or a related discipline.

  • At least 15 years of experience leading operations, finance, human resources, procurement and grants management functions for large and complex development programs.

  • Demonstrated experience with DFAT or comparable donor funded projects at senior leadership level.

  • Experience leading the digitalisation or automation of operational systems, such as ERP, workflow or management information systems.

  • Accomplished in leading and managing staff in a dynamic and dispersed implementation environment, including operations teams based across multiple offices, with a focus on collaboration, performance and quality assurance

  • Strong understanding of risk management, safeguarding (including child protection and PSEAH), fraud prevention and compliance frameworks.

  • Working knowledge of Indonesian labour, tax and regulatory requirements as they apply to donor-funded programs.

  • High-level interpersonal and cross-cultural skills, with the ability to develop and maintain relationships with a diverse range of stakeholders.

  • Excellent communication skills in English, including the ability to explain compliance requirements clearly to technical and non-technical audiences.

Preferred

  • Ability to communicate in Bahasa Indonesia.

  • Professional accreditation in project management.

  • Knowledge of Indonesia’s decentralisation history and processes.
