The Director Community Justice will focus on improving community safety and access to justice in PNG.

Description

Location   Port Moresby, Papua New Guinea, with frequent travel to other locations.

Duration   2 years initial contract (6-month probation period) with the possibility of extension, dependent on performance and program requirements.

 

About the Program
The Australia-PNG Law and Justice Partnership (APLJ) is the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea 2024-27.

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’.

APLJ has a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to gender-based violence and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.

The program will employ robust MERLA methodology to assess APLJ progress and performance, drive knowledge and learning, and promote continuous improvement.

About the Role
DT Global is seeking an experienced Director Community Justice to join our team in Papua New Guinea. This role focuses on improving community safety and access to justice. If you are passionate about program and people management and have a strong commitment to gender equality, disability equity, and social inclusion (GEDSI), we want to hear from you.

Key Responsibilities

  • Lead APLJ’s strategy for Community Safety and Access to Justice.
  • Manage and mentor the Community Justice team.
  • Oversee activity implementation, ensuring quality and compliance.
  • Engage with PNG law and justice agencies, community organisations, and leaders.
  • Ensure meaningful engagement with women’s groups and disability networks.
  • Represent APLJ in technical working groups and committees.

About you

  • Tertiary qualifications in law, gender/social studies, or international development.
  • Strong background in law and justice, gender and inclusion, or community engagement.
  • Experience managing international development programs.
  • Knowledge of GEDSI issues in PNG.
  • Proven leadership, interpersonal, and collaboration skills.
  • Excellent written and verbal communication skills.

About You

To be successful in the role you will need the following:

  • Tertiary qualifications related to law, governance, public policy, international development.
  • Strong technical background in a field related to the role, such as law and justice, system strengthening, supporting reform initiatives, and addressing GBV/FSV/SARV.  
  • Experience advocating for gender equality and disability equity or achieve gender equality outcomes.
  • Experience in strengthening capabilities of counterparts, communities, and program personnel, particularly PNG program advisers and staff.
  • High-level and long-term vision, curiosity to question and understand complex problems, facilitate discussions from the strategic to the activity levels and seek collaborative solutions. Able to ‘think and work politically’ and promote PNG involvement and ownership.
  • Highly developed interpersonal and networking skills to enable the development and maintenance of complex stakeholder relationships, and ensure cross-sector, cross-institutional and cross-program collaboration.
