About The Program 
Australia Awards – South Asia & Mongolia (AASAM) is a multi-country program covering Bangladesh, Bhutan, India, Maldives, Mongolia, Nepal, Pakistan and Sri Lanka through service delivery offices in Colombo, Dhaka, Islamabad, Kathmandu, Thimphu and Ulaanbaatar.

Leadership, coordination and support are provided by a regional team based in a range of Program locations as well as in Australia. The Program employs a team of 37 full-time staff and additionally draws upon the expertise ofa number of short-term advisers.

Australia Awards are an initiative of the Department of Foreign Affairs and Trade (DFAT).
Palladium has been contracted by DFAT to support the management and administration of Australia Awards in South Asia and Mongolia.

About the Role
The Deputy Team Leader (DTL) is a senior position with broad leadership, management, representational and technical advisory responsibilities.
Based in Australia, the DTL provides:

• strategic oversight of the Program’s Outreach & Engagement (communications, public diplomacy, and scholar and alumni engagement) functions; and
• strategic support to the Team Leader, including through inputs to planning and reporting processes and documentation and through the leadership of Australia-based Program activity.

The DTL has strong technical skills and the leadership capability to inspire a small team of direct reports and to influence a much broader team within a matrix structure.

Primary Responsibilities

• Develop a Program-wide Outreach and Engagement Strategy in collaboration with external and internal stakeholders
• Provide leadership to country teams in the development and implementation of country-level communications and promotions activities
• Oversee the production of communications output, including print, digital and audio-visual promotional materials, the program websites and their contents and social media content, working closely with the Regional Communications Coordinator
• Provide leadership to country programs in the development of materials and content, and quality assure their output prior to distribution/publication
• Lead the development of annual plans for Scholar and Alumni Engagement in the Outreach & Engagement Strategy
• Oversee the effective implementation of Scholar and Alumni Engagement plans through the Regional Alumni Engagement Coordinator and the Coordinator - Scholar Enrichment Program
• Ensure the effective integration of the outreach and engagement functions and staff
• Provide writing and editorial support to the Team Leader as required

About You    
Essential

• Substantial previous experience in a leadership position on an international development program and/or in the field of public diplomacy within the government, non-profit or development sector
• Demonstrated strategic understanding of the Australian aid program and familiarity with DFAT priorities, policies and processes
• Strong understanding of the Australian tertiary education sector
• Demonstrated experience managing multi-stakeholder engagement activities, including the planning and delivery of regional events, workshops, forums and official meetings, ensuring high-quality participant experiences and contribution to program outcomes
• Ability to use monitoring, evaluation and learning insights to improve program performance and demonstrate results
• Demonstrated understanding of stakeholder engagement and relationship management approaches that support program objectives and enhance program reputation
• Outstanding ability to write effectively and accurately in a range of genres and for a range of audiences and media, including digital media
• Demonstrated ability to edit, within tight timeframes and to a very high standard, communications materials, texts and other documents prepared by second language writers of English
• Outstanding presentation and communication skills
• Excellent interpersonal skills and demonstrated capacity to lead teams sensitively and successfully in a cross-cultural environment
• Demonstrated ability to set priorities, manage numerous tasks simultaneously, and deliver outputs to specified deadlines and quality standards

Desirable

• Postgraduate qualification in international development, international education, communications or another field relevant to these Terms of Reference
• Previous experience of working with international students or alumni, or in the Australian higher education environment
