Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara (Kaltara), Tanah Papua. The Role
The Data and System Architecture Advisor will support SKALA by providing strategic advice on the Data and Analytics thematic area, including but not limited to strategic advice in enhancing governments’ data governance and utilization of non-traditional data to improve diagnostic and system integration architectures. The Data and System Architecture Advisor will also foster collaborative innovation in implementing the Sub National One-Data initiative (Satu Data Daerah), including local systems that will ensure the utilization of data and analysis as a basis for inclusive planning and budgeting.

About You
Specific Responsibilities
Under the guidance of the Data Analytics Lead and in coordination with the Data Systems Integration Governance Manager, Digital Planning Capacity Development Manager, and System Information Manager, s/he will be responsible for the following tasks:
- Provision of strategic and quality technical advice in establishing strong data governance with national and sub-national data Stakeholders, with appropriate methods for utilizing/accessing the data maintained;
- Provision of quality technical advice on the technology required to expand the data governance in line with Regional One Data initiative.
- Provision of quality technical advice to improve the quality of Sub-National Data and other National system initiatives (i.e, Regsosek/SEPAKAT, SIPD-RI, SIKD); and coordinate the technical advice of data updating and improvement in the analysis and visualization;
- Identify best and lessons learned from similar projects at national and international levels and provide synthesis and possible application to improve Regional One Data initiatives, including in system development;
- Monitor trends in Data Governance practices, System Integration processes, and other relevant technologies and, where required, assist in incorporating these practices into the SKALA Data Analytics approach and strategies.
- Increase awareness of NTB provincial governments and to build resilience within communities on the impact of climate change on basic services.
- Support, develop, set up, and manage a data architecture capability to accommodate very large dataset ingestions, storage, and processing required by ministries’ partners and Subnational Governments, including the use of social media data, Gen AI, etc.
- Provide technical advice and work closely with other SKALA thematic teams, e.g., PFM, GEDSI, Knowledge Management, Policy Advocacy, and others, to identify and interpret patterns and trends in specific GEDSI analysis to ensure that data on women, disabilities, and vulnerable individuals and their needs are available and accurate, to analyze, recommend, and develop prototype and use-cases on AI implementation.
- Perform other tasks required in coordination with SKALA or other Government/Ministries partners.
Deliverables
- Notes/report on review and analysis on data and system architecture including but not limited to current SKALA supported systems, i.e. SEPAKAT, SIPD-Hub, E-database, SIKD-NG, Sub-national data portal, etc.
- Data innovation model on how climate change affects these essential services in NTB, highlighting the need for adaptive strategies to mitigate these impacts.
- Policy brief for NTB provincial government on data innovation to anticipate the impact of climate change on basic services (MSS) (in coordination with policy advocacy unit).
- Documented technical advice in improving Data and System Architecture to support SKALA’s Ministry/Institution partners.
- Documented support in implementing and facilitating training sessions, workshops, and other events related to Data, Dashboards, and Visualization.
- Documented technical consultation, workshops/meetings, and discussions with key SKALA partners directorates and other relevant stakeholders.
- Documented support in facilitating knowledge management system development, i.e.: development of a centralized repository of knowledge resources and materials, including its AI capability.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
The role will work closely with the Data and Analytics team and Government counterparts, under close coordination, and report to the Data and Analytics Lead.
Other Duties:
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, HIV and AIDS, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Selection Criteria
Essential
- Advanced Master Degree in Computer Science, Data Engineering or a related field.
- Minimum 10 (ten) years of experience at the level of expertise required to carry out the primary duties and responsibilities of this position, including Advance Data Management, Analytics, Big Data systems, and data Governance;
- Extensive Experience in SQL and related database systems such as MSSQL server, MySQL, MariaDB, or other databases;
- Knowledge and Experience with the latest non-conventional data management, including Artificial Intelligence, Data Mining, Natural Language Processing, and others;
- Good knowledge and Hands-on experience with Front and Back-end Language (Python, Javascript), Data Architecture, Machine learning, and other advanced data processing is desirable;
- Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet deadlines;
- Excellent interpersonal skills and written and verbal communication skills.
- Strong proven ability to build and manage internal and external relationships
- Ability to work independently and as part of a team and problem-solving skills.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
