Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role

The Data and Portal Integration Governance Specialist will support SKALA and its government counterparts, particularly MoHA–Pusdatin (Ministry of Home Affairs, Data and Information Center), in strengthening the implementation of Satu Data Daerah. The Specialist will provide technical facilitation to enable inter-ministerial data sharing and integration, and support supervision and monitoring (Binwas) at the sub-national level. The Specialist will also provide technical input to enhance the utilization of the MoHA Data Portal, ensuring that priority data is integrated, accessible, and effectively used for planning and budgeting processes at both national and sub-national levels.

In addition, the Specialist will contribute to the development of business processes for integrating the MoHA Portal with the Regional One Data Portal. The Specialist will support the preparation of systems interoperability between analytical tool systems (e.g., SIPD-Hub and SEPAKAT) and provide technical input related to priority data identification and integration across components and ministries/agencies. These contributions will strengthen data governance, promote interoperability, and enhance coherence of information systems to support evidence-based policy, planning, and service delivery.

About You

Specific Responsibilities

  • Provide technical input in the development of design and instrument for Regional One Data supervision and monitoring, including documenting progress, challenges, and lessons learned from sub-national governments, particularly within SKALA-supported provinces in Tanah Papua.

  • Provide technical input to improve the utilization of the MOHA Data Portal, ensuring integration and accessibility of priority data for planning and budgeting purposes.

  • Provide technical input and assistance in the coordination and development of analytical dashboards for the 12 Presidential Priority Programs, ensuring collaboration and data interoperability between ministries and provincial governments, particularly in SKALA-supported provinces.

  • Facilitate and support the assessment of existing SIPD systems, e-database, e-walidata and other dashboards, including data interoperability with the Sub-National Data Portal in SKALA-supported provinces.

  • Provide recommendations to improve SIPD data quality and coordinate processes for data updating and improvement in the portal.

  • Provide technical input and facilitation for capacity building on Regional One Data implementation.

  • Support the preparation of system interoperability between MOHA-SIPD-Hub and Bappenas-SEPAKAT, including alignment with institutional arrangements and regulatory frameworks.

  • Provide technical assistance and work closely with other SKALA thematic teams (e.g., PFM, GEDSI) to identify and interpret patterns and trends in specific GEDSI-related data to ensure availability, accuracy, and use of data on women, persons with disabilities, and vulnerable groups.

  • Provide technical facilitation on dashboard governance and data utilization in Tanah Papua, including documenting progress, technical constraints, and good practices to ensure accessibility and use of regional data for evidence-based planning and budgeting at sub-national levels.

  • Perform other tasks as required.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • Draft design and instruments for Regional One Data supervision and monitoring.
  • Documented inputs, facilitation notes, and evidence of data sharing between ministries and provincial governments for the analysis and monitoring of the 12 Presidential Priority Programs.
  • Documented technical input and recommendations to improve the quality of SIPD-Hub data, including support for data analysis and visualization.
  • Technical notes and recommendations on the supervision and monitoring of Satu Data Daerah, including documented progress, challenges, and lessons learned from sub-national governments.
  • Documented technical input related to the implementation and facilitation of training sessions, workshops, and other events on Data, Dashboards, and Visualization.
  • Documented technical consultations, workshops/meetings, and discussions with MoHA-Pusdatin and other relevant ministries/institutions.

Relationship Management

The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

  • University degree in Information Communications Technology (ICT), Computer Science, or a closely related discipline, with a minimum of 10 years of relevant professional experience in data management, data processing, and data visualization.
  • Experienced in One Data Governance, particularly Regional One Data implementation, including institutional arrangements, local regulations, and guidelines.
  • Experienced in facilitating multi-stakeholder collaboration, including between national and sub-national Governments, on Data Interoperability implementation.
  • Hands-on experience with dashboarding tools, particularly Tableau, and other Data Visualization tools, is desirable.
  • Ability to manage time efficiently, handle multiple tasks and competing priorities, and meet deadlines.
  • Excellent interpersonal skills and written and verbal communication skills.
  • Excellent problem-solving skills.
  • Ability to work both independently and as part of a team to achieve goals.

Preferred

  • Experienced working on governance projects involving government and development partners, especially related to Data Governance and GEDSI disaggregated data analysis. 
  • Experienced working with Government of Indonesia.
