SUMMARY OF THE PROJECT

 

The DFAT (Department of Foreign Affairs and Trade) Social Protection, Inclusion and Gender equality (SPRING) program is Australia’s flagship investment of support to the Philippine Government on Social Protection, Gender Equality, Disability, Social Inclusion and Indigenous Inclusion. It is an AUD 40 million investment over 5 years that will support the joint Development Partnership Plan (DPP 2024-2029) between the Government of Australia and the Philippine Government. The investment will be the DFAT’s primary avenue in the Philippines for supporting poverty reduction and bilateral funding on gender equality and social inclusion at the national level and with some select Local Government Units (LGUs). SPRING supports efforts under Australia’s new International Development Policy and DFAT’s forthcoming new strategies on gender equality, disability equity and rights, and translate these into implementation in the Philippines. 

 

SPRING contributes to the goal that the social and economic transformation in the Philippines reduces poverty and provides equal opportunities to all Filipinos in line with the Philippines Development Plan.

 

The objective of SPRING is that Australia works in partnership with the Philippine Government to improve systems and structures that reduce poverty and inequality and advance gender equality and the rights of people with disabilities. 

 

SPRING has four mutually reinforcing End of Program Outcomes (EOPOs): 

  1. Philippine Government social protection plans, policies and programs increasingly close gaps in the social protection floor.

  2. The Department of Social Welfare and Development (DSWD) and select LGU systems increasingly deliver quality social protection that is inclusive, gender and shock responsive, and climate sensitive.

  3. The Philippine Government increasingly invests in gender responsive policies, plans, programs and systems.

  4. The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services.

 

 

SUMMARY OF THE POSITION

 

The Curriculum and LMS Specialist will support the Social Protection Capability Development Harmonization activity by providing technical inputs on curriculum structuring, learning design, and readiness for delivery through the DSWD Academy’s learning platforms. Working under the guidance of the Training Specialist (Team Lead) and in close coordination with the DSWD Academy, the specialist will ensure that harmonized learning content is organized into clear module structures and learning pathways that are practical for implementation. The Curriculum and LMS Specialist will review existing training materials and advise on how priority modules can be streamlined, standardized, and packaged for blended delivery, including face-to-face and e-learning formats. The role will also provide recommendations on LMS requirements, content formatting, and digital deployment considerations to support the DSWD Academy’s institutionalization of harmonized SP training. The Specialist ensure that inclusive and accessible learning standards are applied in the packaging of learning materials, including digital modules.

 

KEY RESPONSIBILITIES 

 

The Curriculum and LMS Specialist will provide technical inputs to ensure that harmonized SP learning content is structured, standardized, and ready for delivery through the DSWD Academy’s training systems and platforms. Working under the guidance of the Training Specialist (Team Lead) and in close coordination with the DSWD Academy focal point, responsibilities include:

 

1. Curriculum structuring and standardisation

  • Review existing SP training materials and recommend a consistent structure and format for harmonized modules (e.g., module outlines, learning objectives, session flow, facilitator and participant materials, slide presentations, and reference materials).

  • Support the module review and streamlining plan by providing clear curriculum design criteria and operational steps for standardization, including recommended templates, sequencing, and documentation requirements for DSWD Academy use.

 

2. Learning pathway and instructional design inputs

  • Provide technical inputs to the SP learning pathway matrix, including recommended sequencing, pre-requisites, and modality options (face-to-face, blended, e-learning).

  • Ensure modules and pathways are designed with measurable learning outcomes and are aligned with assessment approaches and certification/recognition requirements, as applicable, in coordination with the Training Specialist and the Accreditation/Framework Consultant.

 

3. Prototype module pack development

  • Develop and/or refine prototype module packs for selected priority modules, ensuring clarity, consistency, and usability for facilitators and learners.

  • Ensure prototype packs include the full set of agreed learning materials (as applicable), including facilitator guide/session plan, participant handouts/job aids, assessment activities, and slide presentations.

  • Manage, with the Team Lead and DSWD Academy, the coverage and timeline of prototype outputs as well as the iterative revisions accordingly.

 

4. LMS and digital deployment readiness

  • Assess the suitability of existing materials for e-learning conversion and recommend adaptations needed for online delivery (e.g., chunking, interactivity, and assessments).

  • Provide recommendations on LMS requirements and content formatting standards to support deployment within the DSWD Academy learning system.

  • Apply inclusive and accessible learning standards for digital materials (e.g., readable fonts and layouts, captioned videos, audio narration where applicable, bilingual formats where appropriate, and other reasonable accessibility features consistent with DSWD Academy direction).

 

5. Technical review, validation, and revisions

  • Support technical validation of module packs with relevant DSWD units by documenting feedback and updating materials accordingly.

  • Coordinate with the Team Lead and other consultants to ensure curriculum, LMS, accessibility, and assessment/certification considerations are integrated into final outputs.

JOB REQUIREMENTS

Education:

  • Advanced degree (master’s degree or higher) in Education, Instructional Design, Educational Technology, Learning and Development, Curriculum Development, or a related field.

  • Relevant certification or formal training in instructional design, e-learning development, LMS administration, or digital learning is an advantage.

 

Minimum Experience:

  • At least 7 years of demonstrated experience in curriculum development, instructional design, or learning and development, including development of training packages for government or large-scale programs.

  • Proven experience developing modules for blended delivery (face-to-face and online), including structuring content, learning objectives, session plans, and learning assessments.

  • Practical experience working with learning management systems, including content formatting standards and basic LMS deployment considerations.

  • Experience working with government counterparts on institutionalization of training or e-learning systems is an advantage (DSWD/DSWD Academy experience is an advantage).

 

Essential Skills:

  • Demonstrated ability to structure and standardize training curricula and translate technical content into clear module templates and learning materials.

  • Proven experience packaging training modules for blended delivery, including face-to-face and e-learning formats.

  • Strong understanding of LMS requirements and practical considerations for deploying course content online (including assessments, interactivity, and job aids).

  • Ability to develop prototype module packs and manage revisions based on technical validation feedback.

  • Strong coordination and communication skills to work with technical specialists and government counterparts and integrate inputs into consolidated outputs.

  • Demonstrated commitment to and understanding of GEDSI principles, with knowledge or experience in promoting gender equality, disability, and social inclusion especially within adaptive programs like SPRING. This includes a clear understanding of and practical experience in safeguarding, particularly in the context of child protection (CP) and Sexual Exploitation, Abuse, and Harassment (SEAH), with the ability to integrate safeguarding measures into program implementation.

  • Compliance to DFAT policies on fraud control, financing terrorism, child protection and other social safeguards.
