The Pacific Engagement Visa (PEV) is a new permanent visa program to be delivered by the Australian Government. Under PEV, up to 3,000 visas will be allocated to Pacific islanders annually by a ballot process across participating countries. Applicants selected in the ballot will be able to apply for permanent residence in Australia. Subject to country participation being confirmed, PEV is expected to launch in 2024. PEV aims to increase permanent migration from the Pacific and Timor-Leste, growing the diaspora in Australia, strengthening people-to-people links, and encouraging greater cultural, business and educational exchange. DFAT has appointed a consortium led by Icon Agency (the Icon Consortium) to deliver the Pacific Engagement Visa offshore support services. Consortium partner Island Spirit will be responsible for in-country services, supporting PEV clients in each participating country through the ballot, visa and pre-departure stages.
The PEV In-Country Program Lead will be responsible for ensuring the Pacific Engagement Visa Offshore Support Service, is implemented in line with project expectations within their country. We are seeking someone on a casual basis to conduct this role in FSM.
Working closely with the Island Spirit Australia PEV Project Manager and head offices in Australia, you will be the main point of contact in the country driving project implementation. You will be expected to build awareness and educate on the PEV program, and implement and manage the optional in-country visa application assistance program, including the successful delivery of pre-departure briefing services.
Using your project implementation experience and cultural knowledge, you will assist in the design of a suitable roll out plan to promote the PEV in your country. Integral to this role will be your ability to provide insights on the best way to create an equitable community reach, as well as providing feedback on the best way to deliver program requirements, whilst staying within budget guidelines.
With your solid understanding of local customs and culture, you will be able to deliver the program in a way that is respectful and well received. This includes meetings with visa applicants in a support role.

Key responsibilities:
• Establish and maintain effective relationships with community leaders, organisations, and stakeholders in participating countries.
• Develop and implement the program's in-country strategy, work plan, and budget.
• Deliver education workshops and seminars regularly to promote the awareness of the PEV to the wider community.
• Deliver education seminars to qualified visa applicants and conduct pre-departure briefings.
• Provide guidance and support to the in-country coordinator and support officer.
• Monitor and evaluate the program's activities and outcomes to ensure they align with the program's objectives.
• Identify new opportunities and partnerships that can enhance the program's impact and sustainability.
• Ensure compliance with program and organisational policies, procedures, and regulations in all in-country service deliverables.
• Report regularly to the program manager on progress, challenges, and opportunities.
• Some travel may be required
About you:

• Bachelors Degree in a relevant discipline (business management, international relations, community development, marketing)
• Fluent in English plus local language/s
• Experience delivering and facilitating community meetings, small events, and briefings
• Proven stakeholder relationships within your country (e.g. churches, NGOs, government or other groups)
• Excellent communications skills, along with great time-management and problem solving
• 5+ years of industry experience, preferably in a corporate or government setting
• Experience in stakeholder engagement and management
• Ability to work autonomously, yet thrive as part of a small team
• At least 5 years of experience in project management
• Excellent communication, networking, and interpersonal skills
• Strong analytical and strategic thinking skills.
