Description

Background

Vanuatu’s health system has evolved significantly since the original Role Delineation Policy (RDP) was developed in 2004 and partially reviewed in 2017–2018. The RDP has served as the foundational instrument for defining the scope of services, workforce competencies, infrastructure requirements, and referral relationships across the continuum of care, from community‑based platforms to tertiary‑level services.

The Ministry of Health seeks a consultant to lead a comprehensive, technically robust revision of the RDP to ensure it reflects global standards, regional best practice, and the realities of service delivery in Vanuatu’s geographically dispersed, climate‑vulnerable context.

Objectives of the role

The consultant will:

  • Conduct a comprehensive review of the existing RDP and identify gaps relative to global standards and regional models.
  • Facilitate structured consultations with national, provincial, facility‑level, and community stakeholders.
  • Redefine service packages for all levels of care, ensuring alignment with global guidance on service packages and national PHC frameworks.
  • Assess facility utilisation and geographic access using available service‑use data, catchment population estimates, and geographic accessibility analysis to determine whether current facilities are operating at appropriate capacity and serving their intended populations.
  • Update staffing profiles, competencies, and FTE requirements using contemporary HRH planning methodologies.
  • Revise functional requirements to reflect best practice for accessible health facility design in line with disaster and climate resilient standards.
  • Update the essential medical equipment lists using Ministry of Health (Biomed) technical guidance to ensure that recommended devices are appropriate for local maintenance capacity, supported by available spare parts, and aligned with the Ministry’s standardised lists to promote long‑term sustainability.
  • Strengthen referral pathways, emergency care linkages, and integrated public health–clinical service delivery.
  • Produce a final RDP and implementation roadmap that is actionable, cost‑sensitive, and aligned with MOH priorities.

Deliverables

  • Inception Report – methodology, analytical framework, consultation plan, including gap analysis of the current RDP.
  • Draft Revised RDP – full policy with updated service packages, staffing norms, infrastructure and equipment standards, medical equipment management and maintenance standards, and referral pathways.
  • Validation Workshop – facilitation and documentation.
  • Final RDP (2026–2036) – clean and tracked‑changes versions.
  • Implementation Roadmap – phased, cost‑sensitive, and aligned with MOH planning cycles.

Duration and Timeline

Total 25 days, of which 2 weeks are in the country. Preferred start date 1st of May.

Selection Criteria

  • Experience in Pacific Island health systems strongly preferred.
  • Advanced degree in Public Health, Health Systems, Health Planning, or related field.
  • Minimum 10 years’ experience in health systems strengthening, service planning, or role delineation.
  • Demonstrated expertise in applying Global PHC, UHC, and emergency care frameworks.
  • Experience in Pacific Island health systems strongly preferred.
  • Strong analytical, facilitation, and policy‑writing skills
