Location: Buka, Autonomous Region of Bougainville (ARoB), Papua New Guinea (PNG) – with travel throughout ARoB, and periodic travel to other locations in PNG
Duration: 1-year initial contract (6-month probation period) with possibility of 1 year extension

Position Overview
This is a unique opportunity to work in post-conflict Bougainville and contribute advisory support at a critical time as the Autonomous Bougainville Government (ABG) progresses its political autonomy. As a Community Justice Adviser, you will work closely with key ABG law and justice agencies to support the establishment and implementation of systems and processes under new law and justice bills. This role also focuses on addressing Gender-Based Violence (GBV), sorcery accusation-related violence (SARV), and ensuring equitable access to law and justice services for persons with disabilities.
The Role
As the Community Justice Adviser (Bougainville), you will:
- Support the ABG and the Shaping Bougainville Justice technical team to establish and implement the new Bougainville Community Court law.
- Audit and confirm village court and land mediation positions transferred under the new law.
- Develop and implement new training materials and operational resources.
- Strengthen coordination between ABG Department of Justice and Legal Services and ABG Community Government.
- Partner with referral pathway agencies to enhance service delivery for survivors of Family and Sexual Violence (FSV), SARV, and persons with disabilities.
- Support the reform of the Bougainville Family Sexual Violence Committee (FSVAC) and improve its regional and district linkages.
- Implement APLJ activities relating to SARV, FSV, and persons with disabilities.
- Collaborate with the Bougainville APLJ team and other donor-funded programs to maximise learning and coordination.
What We’re Looking For
- Relevant tertiary qualification (alternative dispute resolution, development, law degree or equivalent).
- Minimum 5 years’ experience in delivering law and justice services in PNG or a similar environment.
- Understanding of Melanesian conflict resolution desired.
- Strong adaptability skills to resolve complex problems and facilitate collaborative community-led solutions.
- Experience with de-centralised models, hybrid justice systems, and delivering services to remote communities.
- Extensive experience in strengthening institutions, systems, and counterpart capabilities.
- Excellent interpersonal and cross-program collaboration skills.
- Proven track record in developing and implementing law and justice proposals.
- Strong written and verbal communication skills, with the ability to rephrase in situations where English is not the first language.
