Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara (Kaltara), Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability and Social Inclusion (GEDSI).

The Role
The Panel of Communications and Knowledge Advisor will consist of a group of senior consultants, who will provide strategic advice and guidance to enhance SKALA’s communication and knowledge management efforts. The panel will support SKALA by contributing to various aspects of communication, stakeholder engagement, knowledge sharing, and visibility of program achievements.
The scope of the panel's work includes a variety of potential tasks and activities related to strategic communications, knowledge management, network building, stakeholder engagement and innovations in communications. These tasks will be determined based on the skills, experience, and capacity of panel members rolling basis, as needed by the SKALA team, to respond to emerging trends, challenges, and opportunities. The panel advisors will work to advise on promoting effective collaboration between SKALA’s national and subnational stakeholders, strengthening knowledge-sharing practices within SKALA and with its stakeholders, and building networks and partnerships across a range of sectors.
This panel will be essential in helping SKALA adapt its communications and knowledge strategies to evolving contexts and challenges so that SKALA’s and its stakeholders’ achievements and narratives are communicated effectively.

They will guide the creation and dissemination of various communication products (e.g., reports, social media content) tailored for specific audiences. |
CK2 | Network Building and Stakeholder Engagement | Help develop and strengthen networks with key stakeholders, including government agencies, civil society, and media organizations. They advise on and help execute strategies to build partnerships and enhance stakeholder engagement, in alignment with SKALA’s objectives and stakeholders' interests. |
CK3 | Innovation in Communication and Knowledge Sharing | Focus on integrating emerging trends and technologies into SKALA’s communication and knowledge management practices. Advisors will guide the adoption of data-driven solutions for knowledge sharing and decision-making to ensure SKALA remains at the forefront of innovative approaches. |
CK4 | Adaptive Communications and Knowledge Management | Advisors with experience in handling communication during unexpected challenges will provide strategic input during crises, disruptions or changes. They will offer advice on how to adapt communication and knowledge management strategies to changing contexts, ensuring SKALA’s messaging remains consistent and effective. |
Selection Criteria
Essential
- Master’s degree in Communications, Knowledge Management, Public Affairs, Journalism, or related fields.
- At least 15 years of relevant experience in communications or knowledge management, with substantial experience in advisory or consulting roles.
- Proven ability to provide strategic advice on communication and knowledge management within complex, multi-stakeholder environments.
- Experience in building networks and partnerships, particularly with government agencies, civil society, academia, and media organizations.
- Excellent written and verbal communication skills in both Bahasa Indonesia and English, with the ability to convey complex ideas clearly.
- Experience working with the Government of Indonesia and in DFAT-funded programs is welcome.
Key Information
Applicants identified as suitable following assessment of relevant skills/expertise and a formal due diligence process, will be formally engaged as panel member for a period of up to 2 years. It is important to note that appointment to the panel does not constitute a commitment of paid engagement.
Whenever there is task/work requiring relevant skills/experience, SKALA will identify suitable candidates from the panel and engage him/her with a specific Service Order and detailed Terms of Reference.
