About the Program 

Investing in Women: Women in Inclusive Sustainable Economic Recovery (IW) is a multi-country Australian Government initiative in Southeast Asia that seeks to accelerate women’s economic empowerment through increased and equitable opportunities in the private sector, contributing to inclusive, sustainable economic recovery and growth in targeted countries. Our objective is to support women to thrive in the workplace and succeed in business.

Building on the results, partnerships and lessons established under the first seven years of the program, IW’s new phase will extend and deepen Australia’s contribution to advancing gender equality in Southeast Asia through influencing and growing an ecosystem of policymakers, business leaders, capital providers and women’s economic empowerment actors. 

Positioning women at the centre of economic resilience and accelerating their economic empowerment is critical to achieving a wide range of sustainable development objectives in Southeast Asia. As the region recovers from the COVID-19 pandemic, gender-sensitive economic recovery strategies will be critical to prevent further deterioration in women’s economic empowerment indicators as seen during COVID-19. Focus on an inclusive recovery seeks to harness the productivity, skills, capacity, talent, innovation, and leadership that women offer, and realise the benefits of women’s economic empowerment for themselves, their families, and their communities.

IW continues the ambitious agenda of advancing women’s economic empowerment through:

  • Workplace Gender Equality (WGE), Workstream 1 – We support Business Coalitions that work with influential businesses on shifting workplace cultures, practices, and policy barriers to achieve workplace gender equality, with member companies together employing more than one million people;

  • Enabling Policy Reforms, Workstream 2 – We support locally identified reform agendas that promote women’s workforce participation, generate support for the business case for WGE, and build the case for the value and importance of the care economy to business, the economy and women’s economic empowerment; 

  • Campaigns and Communities of Practice, Workstream 3 – We support locally driven campaigns in Indonesia, the Philippines, and Vietnam that highlight positive examples of gender equality to strengthen public support for women’s economic participation. Through fostering a community of gender equality advocates, IW will continuously build evidence that supports the broader adoption of progressive attitudes and behaviours; and

  • Gender Lens Investing, Workstream 4 – We work to increase investment in Small and Medium Enterprises (SMEs) that disproportionately benefit women in Indonesia, the Philippines and Vietnam. We do so by increasing capital providers’ demand for Gender Lens Investing strategies and products, catalysing the supply of financial instruments available to small businesses owned or led by women, and investing in the growth of SMEs that support women through a ‘fund of funds’ strategy. 

In collaboration with corporations and business leaders, policymakers and implementers, capital providers, entrepreneurs, and advocates, we are working with those who are driving change for women's economic equality in our region.

Investing in Women supports the Sustainable Development Goals (SDGs) 2030 Agenda and the leveraging of private sector investments to achieve the Goals. The SDGs recognise that gender equality is not only an essential human right, but a necessary foundation for peaceful, prosperous and sustainable societies. 

Australia’s Department of Foreign Affairs and Trade (DFAT) has contracted Abt Associates Australia to implement Investing in Women. Abt Associates Australia is a mission-driven, global leader in research, evaluation and implementing programs in health, social and environmental policy and international development.

Investing in Women’s new phase is anticipated to be up to AUD 80 million in value, initially for four years (from January 2023 to June 2027), with an option to extend for a further six years. Initial countries of focus will be at least Indonesia, the Philippines and Vietnam, with some activities engaging at a regional level. About the Opportunity 

The Communications and Website Coordinator is a member of the IW Communication Team                                               responsible for the following:

  1. Supporting the implementation of the Philippines communications agenda within the overall framework of IW’s overarching Communications Strategy

  2. Supporting IW’s public diplomacy and partner engagement efforts ensuring alignment with the Australian Government’s strategic priorities in the Philippines and South East Asia.

  3. Ensuring the IW website and Knowledge Hub are current and align with Abt Associates, IW and Australian Government branding. 

  4. Collaborating with the Knowledge Manager, other teams, and third-party providers for implementing website updates, troubleshooting issues, and optimizing performance.

The Communications and Website Coordinator will be responsible for: 

Implementation of IW’s Communications Strategy (60%)

Country communications and partner engagement

  • Support IW’s Senior Manager, Communications and Engagement to implement the Philippine country communication plan in alignment with IW’s Knowledge Management and Communications Strategy and Crisis Communications Strategy 

  • Provide support to Philippines-based IW partners’ communication campaigns, ensuring that their voices and achievements are amplified by IW, and DFAT when appropriate.

Public diplomacy and events

  • Organise and deliver high-quality IW public diplomacy events in close coordination with the Australian Embassy in the Philippines, and support Embassy-led public diplomacy opportunities, to promote and generate multi-stakeholder support for women’s economic equality.

  • Develop and maintain relationships with relevant stakeholders involved in advancing women’s economic equality in the Philippines. 

Program communication

  • Under the guidance of the Senior Manager, Communications and Engagement deliver communications projects (e.g., videos, whole of program impact stories, etc.) that comply with Abt Associates, IW and Australian Government branding.

  • Contribute to periodical reporting on communications and public diplomacy activities as may be necessary for the monthly, sixth-monthly and Annual Progress Reports.

  • Support the Senior Manager Communications and Engagement in performing other relevant tasks as needed.

  • Review and simplify the website structure, audit content, and archive outdated material to align with the website's purpose and audience.

  • Develop a content and publishing plan in consultation with the Senior Manager, Communications and Engagement Manager, and the Knowledge Manager, with the objective of boosting visibility and increasing website traffic.

  • Regularly update website content for accuracy and relevance, ensuring consistent tone, style and brand identity.

Website Management (40%)

Content Management and Strategy

Website Maintenance & Vendor Management:

  • Manage website service providers to ensure good value for money and ensure timely delivery of website maintenance and optimisation tasks such as: daily maintenance, regular backups, website security and compliance with legal and regulatory requirements.

  • Identify areas for improvement, assist with website projects and keep up to date with new web practices.

  • Provide feedback and initiate periodic user testing to enhance website usability and navigation.

  • Collaborate with the Communication Team to design and implement SEO strategies, apply on-page SEO techniques (meta descriptions, title tags, image alt text) and assist with basic keyword research.

  • Track and report on basic SEO metrics.

User Experience (UX) & SEO:

Analytics & Reporting:

  • Utilize tools like Google Analytics to monitor website traffic and user behaviour, and analyse data to provide actionable insights for optimizing content and user experience.

 

Employment type and location:   A citizen role, but open to others who have legal right to work in country under a local compensation package.  Based in Manila, Philippines
Duration:   20 months, up to 30 June 2027; anticipated to commence in November 2025.

 

About You 

We are seeking an individual who will bring: 

  • Proven experience in communications, public relations, or related fields, with demonstrated ability to deliver communication campaigns, events, and stakeholder engagement.

  • Strong skills in website content management, maintenance, and optimisation, including familiarity with CMS platforms, SEO, analytics, and user experience design.

  • Excellent writing, editing, and storytelling skills with the ability to tailor content for diverse audiences while ensuring consistency with branding and style.

  • Ability to manage multiple priorities and coordinate with internal teams, external partners, and service providers to deliver high-quality outputs on time.

  • Strong interpersonal and relationship-building skills to effectively engage with government, private sector, development partners, and media stakeholders.

 

Key Selection Criteria

KSC 1.

Bachelor’s degree in communication or related fields. Equivalent practical experience may be considered.

KSC 2.

Demonstrated experience delivering communications and stakeholder engagement activities. Responsibility for executing communication strategies that have delivered measurable results.

KSC 3.

Demonstrated experience in website content management, knowledge of CMS platforms and SEO, web analytics. Basic understanding of HTML and CSS, and familiarity with website accessibility guidelines (WCAG) are desirable.

KSC 4.

Strong attention to detail and excellent organizational, written and verbal communication skills.

KSC 5.

The ability to work independently and as part of a team as well as possessing strong problem-solving skills.  Experience with project management tools is desirable.
