Program Overview:
FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
- The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
- Lead the development of climate risk and opportunity analyses for the health and education sectors, and the development of climate and disaster resilience strategies, in collaboration with sector program teams.
- The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
- The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.
Description
Position Summary:
The Climate & Disaster Resilience Manager will work within the Cross-Cutting Hub, reporting to the Cross Cutting Priorities Lead. They will become a trusted adviser to provide high level technical counsel on climate adaption and mitigation and disaster preparedness and resilience for FPSP and sector programs.
Key Responsibilities:
- Support the development and implementation of the Climate and Disaster Resilience Strategy, aligned with DFAT standards and Fiji’s National Development Plan.
- Act as technical lead, providing advice to Platform and sector programs on climate and disaster resilience across Fiji.
- Lead the Platform Climate Change and Disaster Resilience Community of Practice to support consistent implementation of climate change and disaster resilience priorities, and enhance cross-program learning.
- Advise GoF on strategy development and provide policy guidance for creating stronger responses to natural disasters and increasing resilience across communities.
- Build and maintain relationships with all levels of government, DFAT, FPSP and sector programs on integrating climate adaptation and mitigation strategies into planning and development processes.
- Work in close collaboration with the FPSP Public Diplomacy & Communications Manager to use evidence backed data to create meaningful messages in this space.
- Contribute technical support to the design and delivery of disaster preparedness training for Platform and sector program staff and stakeholders.
- Support the Climate & Disaster Resilience Officer to deliver effective, responsive and trusted support to FPSP and Programs.
- Support the development of risk assessments to help local communities and stakeholders to identify vulnerabilities and develop comprehensive disaster preparedness and business continuity plans.
- Seek out and socialise new ways of working and technologies that support communities and organisations to adapt to changing conditions and promote sustainable practices.

Work effectively with Cross-cutting Hub Teams and the other Platform Hubs to ensure integration of climate priorities with GEDSI and safeguarding priorities to enable coherent and effective implementation across FPSP and sector programs.

Provide guidance and technical support for risk analysis of FPSP and sector program activities in relation to climate.

Selection Criteria:

Tertiary degree (post graduate level desirable) in relevant field with demonstrable experience in environment, climate change or disaster risk management and related areas.

Significant practical experience in planning, managing and implementing climate change adaptation and disaster resilience activities.

Understanding of DFAT’s Environmental and Social Safeguards Policy.

Excellent knowledge of climate change challenges in the Pacific and a broad understanding of climate change issues in the international development context.

Excellent understanding of gender, disability and social inclusion considerations in relation to climate change and disaster risk reduction.

Knowledge of broader disaster risk management, including non-climate risks and hazards.

Proven capacity to translate complex climate change information for non-technical professional users.

Ability to build and maintain strong relationships with a diverse range of stakeholders, including government officials, CSO’s and other key internal and external stakeholders.

Excellent analytical and writing skills including the preparation of reports, briefs and policy analysis for executive audiences and key stakeholders.
