Program Background

Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment which has been extended for 3 years, until February 2026.

Prospera aims to achieve three outcomes:

  • Expanding markets, creating jobs – including building a robust private sector through a sound enabling environment; Growing jobs, capital and technology through trade and investment

  • Safeguarding economic and financial stability – including ensuring a strong foundation for growth through balanced macro-financial policy; strengthening financial system integrity through supervision and literacy

  • Improving public finances and government performance – including more revenue and better spending through improved policy and systems; improved government performance through data and public integrity bodies

The Role

The Chief of Operations will lead the efficient and cost-effective management of Prospera’s operational services. The position will manage financial and administrative practices which support the facility’s economic policy formulation and activity implementation. The role will deliver compliant policies and procedures which align facility operations with Prospera’s evolving and flexible implementation requirements. The role will lead the facility’s performance management system and advise DFAT, the Facility Director and Managing Contractor on all aspects of facility operational management. The Chief of Operations will ensure high quality and value for money activity delivery, whilst undertaking regular evaluation and readjustment of operations to achieve the facility objectives. Prospera delivers to a high standard in a fast-paced environment, and the Chief of Operations is required to move quickly to deliver on the requirements of the team and DFAT. Experience in delivering on DFAT, Government of Indonesia and Managing Contractor requirements is highly desired.

About You

It is expected that the Chief of Operations will meet the following qualifications, skills and experience:

  • Bachelor degree in business, finance, management, policy, law or related field, with postgraduate qualifications an advantage.
  • In excess of 10 years’ work experience in leading facility/program operations in a donor-related context, with experience in economic policy an advantage. Familiarity with Australian Public Service employment, financial and procurement standards and practices is desirable.
  • Strong technical understanding of procurement and contract management, including asset management.
  • Knowledge in financial management and administration, including payment approvals, budget forecasting and financial reporting.
  • Demonstrated abilities in human resource planning and management, including recruitment strategies and procedures, and performance management and monitoring.
  • Experience in facility general management and administration, including deployee support services, logistics planning and delivery, and ICT.
  • Ability to build strong relationships with donors, deployees and facility senior management.
  • Advanced writing and verbal communication and interpersonal skills, with language ability in Bahasa Indonesia desirable but not essential.
  • Demonstrated capacity to motivate and lead staff in a culturally diverse setting, as well as conflict resolution skills.
  • Proven understanding of gender equality and inclusive economic growth, and the implications for facility implementation an advantage.

Remuneration
The remuneration will be set according to DFAT Remuneration Framework: Group C, Job Level 4. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This position is a long-term position, open for International and National Indonesian applicant.
