Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara (Kaltara), Tanah Papua. The Role
SKALA is supporting the government of Indonesia in enhancing and scaling the One Data Policy, Planning Budgeting System (SIPD – Sistem Informasi Pemerintahan Daerah), and its implementation at the sub-national level. SKALA will be helping MOHA to design capacity building on the use of SIPD, develop curriculum and training modules, and conduct training for trainers in SKALA provinces.
The consultant will provide technical advice and skills to conduct a need assessment of capacity building, facilitate capacity building design, development of curricula and training modules, and train trainers in SKALA provinces. The consultant will be working with other technical Data and Analytics teams to ensure coherence support and input to ministries' counterparts

About You
Specific Responsibilities
Under the guidance of the Data Analytics Lead and in close coordination with the Data Systems Integration Governance Manager, Digital Planning Capacity Development Manager, and System Information Specialist, s/he will be responsible for the following tasks:
- Assessment of the capacity of local/sub-national government in the use of the SIPD system and its connection to data and analysis system, i.e. SEPAKAT, SIKD;
- Development of capacity building design in consultation with MOHA and local governments;
- Develop training curricula and modules for SIPD and support the organization and delivery of training sessions, workshops, and seminars.
- Facilitating training of trainers (ToT) for the SIPD Help Desk in SKALA-supported provinces;
- Supporting SKALA's sub-national team assisting local governments (provinces and districts/cities on SIPD and use of data and analysis for planning and budgeting;
- Supporting subnational team assisting province governments in establishing the SIPD Help Desk, including its SOPs, and in connection with the SEPAKAT Help Desk.
- Facilitating MOHA Pusdatin collaboration with MOHA Bina Pemdes in Siskeudes-Prodeskel-SIPD integration;
- Perform other tasks required in coordination with MOHA.
Other Duties:
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Inception report and training plans/curricula to support SIPD, SEPAKAT, and other Government Data Analysis platforms
- Regular report on Support provided in coordinating the development of training materials, i.e. Manuals, guides, e-learning modules
- Technical recommendations to improve the quality of capacity building design on the use of SIPD, including Help Desk at the province level;
- Documented technical consultation, workshop/meetings, and discussions with Pusdatin and other relevant stakeholders (Ministry/Institutions)
- Support in implementing and facilitating training sessions, workshops, and others.
- Monthly report and regular progress update of local government's existing capacity (human resources, regulation, resources, systems, etc.) to use SIPD.
- Support in facilitating knowledge building and knowledge sharing, i.e : development of a centralized repository of training resources and materials.
Relationship Management
The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.
Selection Criteria
Essential
- Master's degree in development studies or other related studies with a minimum 15 years of relevant experience in certified capacity building, facilitation, government engagement, and local/village governance;
- Experienced in facilitating the development of capacity building design, modules development, facilitating training for trainers;
- Experienced in facilitating multi-stakeholders collaboration including between national and sub-national governments, on local inclusive planning, including village governance;
- Strong knowledge of recent national and local policies on regional planning, including inclusive village planning.
- Strong reporting/writing skills.
- Excellent interpersonal skills and written and verbal communication skills;
- Ability to work both independently and as part of a team to achieve goals.
- Understanding of gender equality and social inclusion issues
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
