SPRING Event Support and Coordination Personnel Pool

Social Protection, Inclusion and Gender Equality (SPRING) Program – Philippines

 

1. About SPRING

The Social Protection, Inclusion and Gender Equality (SPRING) Program is Australia's flagship investment supporting the Government of the Philippines to strengthen social protection, gender equality, disability inclusion, Indigenous Peoples inclusion, and inclusive local service delivery.

SPRING is implemented by Cowater International and works in partnership with the Department of Foreign Affairs and Trade (DFAT), the Department of Social Welfare and Development (DSWD), and other national and subnational partners.

2. Purpose of this Expression of Interest

SPRING seeks Expressions of Interest (EOIs) from suitably qualified individuals and organisations interested in joining a pre-qualified pool of Event Support and Coordination Personnel.

The purpose of this pool is to provide surge capacity to support the planning, preparation, coordination and delivery of SPRING events, workshops, consultations, trainings, learning activities, field visits, and stakeholder engagements.

This EOI is not seeking end-to-end event management companies responsible for delivering complete events. Rather, SPRING seeks personnel who can work directly under SPRING's management and direction to supplement the capacity of the program's operations and technical teams during busy periods.

Successful applicants may be engaged on an as-needed basis for short-term assignments in Manila, Leyte, Occidental Mindoro, Davao Oriental and other locations throughout the Philippines.

Inclusion in the pool does not guarantee work or any minimum volume of assignments.

3. Services and Support Required

SPRING anticipates needing personnel who can provide one or more of the following services:

Event Planning Support

  • Participant registration and database management
  • RSVP tracking and participant communications
  • Coordination of travel and accommodation arrangements
  • Coordination of venue requirements
  • Liaison with suppliers and service providers
  • Preparation of event schedules and logistics plans
  • Support for accessibility and inclusion arrangements

Event Preparation Support

  • Preparation of meeting materials and participant packs
  • Printing and assembly of workshop materials
  • Preparation of registration systems and databases
  • Coordination of equipment and supplies
  • Preparation of name badges, attendance sheets and signage

On-Site Event Support

  • Registration desk management
  • Participant assistance and help desk support
  • Venue liaison
  • Coordination of travel and transport arrangements
  • Workshop administration and note-taking support
  • Monitoring participant attendance
  • Coordination of accessibility requirements
  • Troubleshooting logistical issues during event delivery

Post-Event Support

  • Compilation of attendance records
  • Processing workshop documentation
  • Coordination of evaluation forms and participant feedback
  • Organisation of event files and records
  • Support for event reporting requirements

4. Locations

Assignments may be required in:

  • Metro Manila
  • Leyte
  • Occidental Mindoro
  • Davao Oriental
  • Other locations throughout the Philippines as required

  • Areas where they can travel
  • Any limitations on travel availability

5. Who We Are Looking For

SPRING welcomes applications from:

  • Locally based service providers able to deploy personnel
  • Small organisations that can provide qualified event support staff

The program particularly encourages applications from individuals and organisations based in or able to mobilise personnel in:

  • Leyte
  • Occidental Mindoro
  • Davao Oriental

6. Desired Skills and Experience

Applicants should demonstrate some or all of the following:

  • Minimum of three years of relevant professional experience in event coordination, logistics, administration, participant management, or related support functions

  • Experience supporting workshops, conferences, consultations or training events
  • Strong organisational and administrative skills
  • Experience coordinating logistics and participant management
  • Ability to work effectively under time pressure
  • Strong communication and interpersonal skills
  • Experience working with government, development partners or NGOs (desirable)
  • Experience supporting multi-day events (desirable)
  • Familiarity with accessibility and inclusion considerations (desirable)

For organisations, demonstrated ability to mobilise qualified personnel quickly will be highly regarded.

7. Types of Engagement

Assignments may vary based on need, including:

  • Single-day events
  • Multi-day workshops
  • Event preparation support prior to an activity
  • On-site event delivery support
  • Simultaneous support to multiple events
  • Intermittent surge support during periods of high operational demand

Assignments may be based in Manila or involve travel to provincial locations.

8. Application Requirements

Individual Applicants

Applicants should submit:

  • Current CV (maximum four pages)
  • Brief statement outlining relevant event support experience
  • Usual location and areas where travel is possible
  • Indicative daily rate (including whether taxes are included)
  • Contact details for two referees

Organisational Applicants

Applicants should submit:

  • Short organisational profile (maximum five pages)
  • Description of event support services provided
  • Locations where personnel can be deployed
  • Profiles of key personnel, if available
  • Indicative fee structure
  • Two organisational referees

9. Assessment Criteria

Applications will be assessed against:

  • Relevant experience supporting events and workshops
  • Demonstrated logistical and coordination capability
  • Availability and responsiveness
  • Geographic coverage
  • Ability to work across different locations in the Philippines
  • Value for money
  • Ability to meet SPRING safeguarding and compliance requirements

Applications will be assessed and candidates will be pre-qualified for assignments on a rolling basis. Call-down assignments are expected to commence from mid to late September 2026. 

10. Assignment-Specific Engagement

When requirements arise, SPRING may approach one or more pool members to:

  • Confirm availability
  • Confirm location and travel capacity
  • Provide an updated quotation or daily rate
  • Submit assignment-specific information if required

Selection for individual assignments will consider technical fit, availability, location, prior performance, value for money and assignment requirements.

11. Safeguarding and Compliance

All personnel engaged through the pool will be required to comply with applicable Cowater, SPRING and DFAT requirements relating to:

  • Safeguarding
  • Child protection
  • Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH)
  • Fraud control
  • Conflict of interest management
  • Workplace conduct
  • Data privacy and confidentiality
