Program Background

DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a)   stronger, more inclusive economic growth.

(b)   sustainable public finances; and

(c)   better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.

The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.

The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Position Background  

PROSIVU will support the Governments of Timor-Leste and Australia continue to strengthen their economic cooperation agenda. PROSIVU is already implementing a considerable body of work in partnership with the Government of Timor-Leste, focused on inclusive economic growth, including growing human capital, improving the business enabling environment and strengthening enabling infrastructure. To complement this, PROSIVU will introduce a new role, the Business Adviser, who will support the program to harness the power of the private sector in both Timor-Leste and Australia to advance inclusive economic growth agenda shared by Australia and Timor-Leste.

Roles and Responsibilities

The Adviser will be located/based at the TradeInvest office and will be responsible for delivering on the following key duties and activities:

Technical and Management Support to the Timor-Leste Australia Business Council (50%):

The Adviser will work principally with the Chair of TLABC, members of the Council and those directly participating in TLABC’s key roles/core issues. That role (Technical and Management Support) will be 50%, and the Adviser will support the implementation and operationalization of the Council, including:

  • Council establishment and governance: Support the finalization of formal establishment requirements, and development of governance frameworks, policies, and procedures.

  • Strategic planning: Undertake a structured strategic planning process to develop overall strategic objectives and priorities for action. The initial action plan covers the first period of Council operation (ideally over five years). This should also include a short and fit-for-purpose approach to monitoring and evaluation to support the Council to track progress against its strategic plan and communicate success to stakeholders.

Supporting TradeInvest Timor-Leste to expand investment links with Australia (50%)

The advisor will be embedded within TradeInvest Timor-Leste and provide support to investment facilitation exclusively focused on increasing inbound foreign direct investment from Australia and associated organisational support.

  • Investment Promotion: Support development of investment prospectus and other materials specifically targeting Australian investors. Identification and engagement with potential Australian investors;

  • Investment Facilitation: Work to assist TradeInvest set up and manage inbound Australian investor visits. Provide advice and reporting as required on Timor-Leste’s investment settings and how they can be tailored to best deliver on shared priorities between the governments of Timor-Leste and Australia.

Cross-Cutting Duties:

  • Coordination: Given PROSIVU’s considerable investments in inclusive economic growth, the Business Adviser will coordinate closely with the Inclusive Economic Growth Pillar Lead to ensure complementary of activities, especially in the areas of business enabling environment reform and ASEAN accession support.

  • Planning and Reporting: Develop an overarching workplan within the first month of commencement. Prepare monthly plans and reports for PROSIVU as required, including adviser monthly reports, Stories of Significant Change (SSCs) and participate in PROSIVU activities, such as briefings and planning sessions, review and reflections, adviser meetings and program reviews and other M&E related events from time to time.

About You

Essential Experience and Knowledge

  • Experience working on trade and investment promotion / facilitation

  • Understanding of the Timor-Leste and Australia private sector, as well as institutions which facilitate trade and investment.

Desirable Experience and Knowledge

  • Previous experience with Austrade / TradeInvest Timor-Leste.
  • Previous experience supporting business councils / chambers of commerce.
