Summary of Program and Company
Aus4Growth (A4G) is a partnership between Australia and Vietnam and aims to close gaps in policy and practice to support enhanced economic growth, trade and investment, clean energy, inclusion, and digital acceleration. Building on previous programs - Aus4Reform and Aus4Transport - A4G integrates emerging initiatives in energy, trade, inclusion, and digital. A4G will directly support the priorities of the Australia - Vietnam Development Partnership Plan 2025-2030 and the Australia-Vietnam Comprehensive Strategic Partnership (March 2024).
Boston Consulting Group (BCG) is the managing contractor to DFAT responsible for implementation of the Aus4Growth program. Alinea International is BCG's sub-contractor, responsible for implementation of the Monitoring, Evaluation and Learning (MEL) functions of Aus4Growth. Alinea International is a leading international aid and development consulting firm, specialising in providing high quality analytical and technical services to donors and partner governments around the world. Alinea International Asia-Pacific specialises in MEL and GEDSI service. 
 
Purpose of Position
The Monitoring and Evaluation (M&E) Specialist will be responsible for leading on key M&E activities (including results chain planning, design of activity level M&E, data collection, data quality assurance, surveys, dashboards, key reviews, etc.), for domain level M&E activities. They will also be responsible for collation and analysis of whole of investment level M&E outputs.

This is a maximum term contract until January 31st 2028, with the possibility of extension.
 
Primary Responsibilities
The primary responsibilities of the M&E Specialist can be broadly described as follows:
 

• Support the development and implementation of the Aus4Growth M&E framework, including by working closely with domain leads to ensure activity level plans incorporate M&E that captures information essential for ongoing management decisions and adaptation, and to DFAT and GoV information needs, particularly in relation to achievement of outcomes.
• Through the annual reflect and refocus and annual planning process, identify evidence-informed areas for improvement.
• Undertake and lead on monitoring missions and activities related to relevant domain level work, and whole of investment monitoring.
• Ensure that activities meet the program's ethical guidelines for research and evaluation.
• Support MEL capacity development activities within Aus4Growth and, where requested, with program stakeholders including GoV.
• Produce compelling M&E products (including reports, dashboards and policy briefs) that meet the information needs of the intended audience/s.
• Ensure these products meet DFAT's M&E standards.
• Support the reporting and uptake of evidence amongst Aus4Growth staff, and key stakeholders such as DFAT and GoV.
• Participate in flagship MEL activities.
• Ensure that cross-cutting priorities, particularly in relation to GEDSI and digitalisation, are mainstreamed in all activities and outputs.     
• Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.

• Other tasks as reasonably requested by the M&E Lead for Aus4Growth.
• Travel locally and internationally, as required.
• Advocate for Australian development priorities.
• Foster equality, diversity and inclusion, drawing on capabilities from within the country/region.
• Comply with, and advocate for, DFAT's policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards. This includes incorporating policy principles into planning and everyday work, promoting process improvements, and reporting concerns to your Line Manager.
• Operate with high levels of integrity, consistent with the intent of DFAT's Ethics, Integrity and Professional Standards Policy Manual.

Reporting Requirements
This role reports into the M&E Lead for Aus4Growth. Reporting requirements include but are not limited to:
 

• Attendance at team meetings, other requested meetings.
• Provide timely and accurate reporting, including risks arising, health and safety incident, fraud and child protection reporting as well as project activity and contextual reporting.

Minimum Education and Experience Required
 

• Tertiary qualifications in evaluation, research methods, and/or other relevant disciplines such as international development, sociology, anthropology, political science, or in another methodology-related field.
• Demonstrated experience in conducting M&E for donor funded programs, research and evaluation, data analysis, use of digital technology for research, and report writing.
• Experience designing, administering, and analysing surveys and conducting interviews, preferably with culturally diverse stakeholder groups.
• Experience analysing large quantities of qualitative and quantitative data.
• Demonstrated experience of working in multi-disciplinary teams.
• Ability to work independently and demonstrate sound judgement.
• Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks and work well under pressure.

Due to the evolving nature of our program, it is possible that the incumbent may be expected to undertake duties that fall outside the remit of their original Terms of Reference as reasonably required to ensure the ongoing success of the program.
