Summary of Program and Company
 
Aus4Growth (A4G) is a partnership between Australia and Vietnam and aims to close gaps in policy and practice to support enhanced economic growth, trade and investment, clean energy, inclusion, and digital acceleration. Building on previous programs - Aus4Reform and Aus4Transport - A4G integrates emerging initiatives in energy, trade, inclusion, and digital. A4G will directly support the priorities of the Australia - Vietnam Development Partnership Plan 2025-2030 and the Australia-Vietnam Comprehensive Strategic Partnership (March 2024).
Boston Consulting Group (BCG) is the managing contractor to DFAT responsible for implementation of the Aus4Growth program. Alinea International is BCG's sub-contractor, responsible for implementation of the Monitoring, Evaluation and Learning (MEL) functions of Aus4Growth. Alinea International is a leading international aid and development consulting firm, specialising in providing high quality analytical and technical services to donors and partner governments around the world. Alinea International Asia-Pacific specialises in MEL and GEDSI service. 
 
Purpose of Position
 
The purpose of the Aus4Growth MEL Data Specialist position is to develop, manage, and implement a robust M&E data system to track project performance, ensure data quality, and inform decision-making. This role transforms unprocessed data into usable information to measure the achievement of outcomes and outputs against outcomes and indicators.  
 
Primary Responsibilities
 
The Data Specialist will have responsibility for the following:
 

  • Develop, maintain, and administer the M&E database(s), ensuring all data is securely stored and accessible to authorized personnel.
  • Design and manage dashboards for different audiences with differentiated levels of accessibility.
  • Data Collection & Quality Assurance:
    • Coordinate with the MEL team to ensure quality data collection and inputs, according to the MEL Framework plan and established protocols.
    • Implement data quality assurance protocols, including data cleaning, consolidation, and validation, to ensure data accuracy, completeness, and reliability.
  • Data Analysis & Reporting:
    • Conduct quantitative and qualitative data analysis using appropriate statistical software (e.g., SPSS, STATA, Excel, Power BI).
    • Aggregate and synthesize findings from multiple data sources and prepare high-quality, evidence-based reports for internal and external stakeholders (e.g., Aus4Growth management team, DFAT and GoV partners).
    • Develop data visualization products (e.g., charts, graphs, online dashboards) for reporting purposes.
  • Capacity Building & Learning:
    • Where requested, provide training, mentoring, and technical support to project staff and partners on data management.
    • Identify and document lessons learned and best practices to inform future Aus4Growth MEL Framework iterations, and MEL practices.
  • Key Deliverables
  • A fully functional and up-to-date M&E database/system.
  • Monthly, quarterly, and annual M&E reports.
  • Cleaned and archived raw data files in editable formats.
  • Data quality assurance reports.
  • Documentation of lessons learned and case studies. 

Relationships, Communication & Development
 

  • Develop and maintain client and stakeholder relationships across assignments and maintain professional, respectful and effective relationships with your colleagues.

Other
 

  • Other tasks as reasonably requested by the M&E Lead for Aus4Growth.
  • Travel locally and internationally, as required.
  • Advocate for Australian development priorities.

  • Comply with, and advocate for, DFAT's policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards. Reporting Requirements
 
This role reports into the M&E Lead for Aus4Growth. Reporting requirements may include but are not limited to:
 

  • Attendance at team meetings, other requested meetings.
  • Provide timely and accurate reporting, including risks arising, health and safety incident, fraud and child protection reporting as well as project activity and contextual reporting.

Minimum Education and Experience Required
 

  • Master's degree in a relevant field such as Statistics, Economics, Project Management, Social Sciences, or M&E. A relevant combination of professional training and experience may be accepted in lieu of an advanced degree.
  • Minimum of 5 years of professional experience in an M&E or data management role, preferably within a donor funded program.
  • Proven skills in quantitative and qualitative data collection and analysis techniques.
  • Proficiency in M&E software and database management systems (e.g., Kobo, SurveyMonkey, SPSS, STATA, SQL).
  • Excellent report writing, analytical, and computer skills (MS Office suite).
  • Strong ability to work effectively in a team, manage conflicting priorities, and communicate complex information clearly and concisely.
