Summary

Palladium International, the Managing Contractor for the ASEAN-Australia Centre Leadership Program (the Program), is seeking technical proposals from Registered Training Organisations in Australia, or Australian tertiary institutions, for a cost-effective solution to the design and deliver an Emerging Leaders Program on Leveraging Regional Trade Architecture. Consortia proposals are acceptable, provided that the lead and accountable organisation meets the above criterion.

Description

The ASEAN-Australia Centre Leadership Program (the Program) supports the ASEAN-Australia Centre’s work to build a network of future ASEAN leaders with strong connections to Australia, who will drive positive change across Australia and Southeast Asia. The Emerging Leaders Programs aim to promote stronger relations between Australia and ASEAN Member States, by deepening mutual understanding and capabilities across a range of sectors and by also strengthening Southeast Asia literacy in Australia. 

The Leveraging Regional Trade Architecture Emerging Leaders Program will strengthen the capacity of participants to shape ASEAN’s trade and economic future in a rapidly changing global landscape. The blended Emerging Leaders Programs will run over up to 12 weeks, including pre and applied online components and a one-week visit to Australia, engaging up to 24 emerging and mid-career leaders from ASEAN Member States and Australia. 

The program will:

  • Equip emerging leaders with a comprehensive understanding of the regional and global trade architecture, including how frameworks such as the ASEAN Economic Community, the RCEP and the AANZFTA can shape economic opportunities in the Indo-Pacific.
  • Build participants’ capacity to design and advocate for policies that promote open, rules-based, and sustainable trade, supporting ASEAN’s post-2025 economic vision.
  • Strengthen ASEAN–Australia linkages, reinforcing Australia’s commitment to regional economic resilience, inclusive growth, and a stable Indo-Pacific.
  • Empower participants to become influential voices in their national and regional contexts, fostering evidence-based, inclusive, and future-oriented trade policy dialogue.
  • Build trust across the region, cultivating a cohort of cross-sectoral leaders who can bridge government, business, and civil society to advance shared prosperity through trade.
