Location:        Port Moresby, Papua New Guinea (PNG) – with travel to other locations in PNG

Duration:        1-year initial contract (6-month probation period), with the possibility of extension


DT Global is seeking a highly motivated and experienced Infrastructure Lead to play a key role in shaping APLJ's infrastructure strategy and overseeing its implementation. The Infrastructure Lead will collaborate with diverse stakeholders to ensure projects are delivered effectively and meet the needs of the law and justice sector.

 

About the Australia–PNG Law and Justice Partnership (APLJ)


APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in PNG 2024-27.

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’.

 

About the Role


This is a one-year initial contract with the possibility of extension, based in Port Moresby with periodic travel to other locations.

Responsibilities:

  • Oversee and provide strategic guidance to the Infrastructure & Equipment Fund Project Manager.
  • Lead the development and implementation of APLJ's infrastructure strategy.
  • Provide high-level technical advice and quality control for infrastructure projects.
  • Offer expert advice on infrastructure development, including innovative and sustainable solutions.
  • Support the law and justice sector in coordinating infrastructure requests and advocating for increased investment.
  • Lead the assessment of infrastructure project proposals.
  • Identify and manage strategic risks associated with project implementation.
  • Advocate for a people-centred approach to infrastructure development.
  • Represent APLJ on relevant committees and working groups.

About You

  • Relevant tertiary qualifications in engineering, construction, or a related field.
  • Knowledge of the GoPNG Law and Justice system.
  • Experience working with government, NGO, and CSO counterparts.
  • Proven experience in designing and executing infrastructure projects.
  • Experience in managing infrastructure funds and coordinating with multiple partners.
  • Strong verbal and written communication skills.
  • Ability to work under pressure, meet deadlines, and work both independently and as part of a team.
  • Flexibility and adaptability to work with diverse stakeholders across cultures.
