The Australia–PNG Law and Justice Partnership (APLJ) support the Government of Papua New Guinea and the Autonomous Bougainville Government to strengthen the rule of law, improve access to justice, and enhance community safety. APLJ implements multi-year initiatives across policy, systems reform, and community-based justice interventions, including managing the Community Justice Fund (CJF) and the Infrastructure & Equipment Fund (IEF).

The Role
To strengthen the organisational foundations of the Office of the Public Prosecutor (OPP) by developing and implementing internal policies, systems and procedures in key areas such as human resources, finance, governance, and administration, including case management system and information & communication technology operations. The Advisor will provide strategic support to the Director Corporate Services Division and senior management team to ensure the OPP operates as an accountable, transparent and effective institution.
This role will contribute directly to the broader objectives of the Australia–Papua New Guinea Prosecution Partnership (APP), by supporting the OPP to build sustainable corporate systems that enable prosecutors to focus on their core prosecutorial mandate.

About You
The preferred candidate will have:
Qualifications and experience
-
Degree qualifications in human resources, business administration, public policy, management or a related field.

At least 10 years’ experience in HR, organisational development, corporate services or governance roles.
-
Demonstrated expertise in developing and implementing organisational policies and procedures.
Capacity Development
-
Proven ability to mentor and build the capacity of colleagues in corporate services and administration, including legal staff.
-
Experience in designing and embedding sustainable systems in resource-limited environments.
Communication and Leadership
-
Strong written and oral communication skills, including the ability to draft clear policy and guidance documents.

Demonstrated ability to work with senior leaders to translate organisational goals into practical systems and policies.
Teamwork and Collaboration
-
Strong ability to work collaboratively with colleagues from diverse professional and cultural backgrounds.

Demonstrated track record of achieving results through partnership and consultation.
Technical and Organisational Skills
-
Strong knowledge of HR, governance, finance or corporate administration frameworks.

Demonstrated ability to deliver organisational change and strengthen institutional systems, preferably in the Pacific or a similar context.
