About Australian Infrastructure Financing Facility for the Pacific (AIFFP)

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is a AUD4 billion initiative of the Australian Government aimed at facilitating quality infrastructure development in the Pacific region. It collaborates with governments and the private sector in the Pacific and Timor-Leste, offering grant and loan financing for transformative projects in energy, water, transport, telecommunications, and other infrastructure sectors.

AIFFP is currently involved in implementing various infrastructure projects in Papua New Guinea, particularly in the transport (ports and roads) and energy sectors. To ensure effective program delivery, AIFFP has established a Project Management Office (PMO) that works in coordination with the DFAT Transport Sector Support Program Phase 3 (TSSP3). The PMO is responsible for overseeing project management, procurement, contract administration, financial management support, safeguards, and technical advisory services to ensure successful project delivery. Additionally, the PMO focuses on capacity-building and professional development of local counterparts to enhance project sustainability. Building strong collaborative relationships with project stakeholders, including PNG counterparts, is crucial for the successful implementation of the AIFFP projects.

About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 15 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

The AIFFP Project Management Office (PMO) Accountant is responsible for managing and overseeing the financial aspects of AIFFP projects. This includes budgeting, forecasting and maintaining accurate financial records, accounts and assisting with reporting on activities managed through AIFFP / TSSP. Supporting the AIFFP Senior Finance Manager, this position will ensure compliance in relation to relevant contracts, legislation, policies, procedures and practices, and to mitigate the risk of fraud.

About you

Selection Criteria:

To be successful for this role, you must possess the following including, but not limited to:

  • A tertiary degree in accounting, business or financial management and registered accounting graduate with CPA PNG (or working towards)
  • Experience in financial management preferably in a project management or infrastructure development context
  • Experience working with an accounts payable system with emphasis on verifying adherence to contract payment validation and authorisation processes and procedures
  • Demonstrated expertise in applying financial regulations and procedures
  • Strong organisational skills including the ability to meet deadlines, prioritise workload and manage conflicting work demands
  • Demonstrated competence with a range of software programs including computerised accounting packages such as MYOB and the Microsoft suite (particularly Microsoft Excel)
  • Highly motivated self-starter with a strong work ethic, and a high level of personal integrity
  • Good numeracy skills, attention to detail and accuracy
  • Demonstrated knowledge of and ability to use basic accounting principles
  • Experience working with and within DFAT funded and GoPNG financial systems and practices
  • Demonstrated knowledge of working with donor and loan funded programs
  • Developed analytical skills including the ability to assess problems and identify and implement solutions in a change resistant environment
