About the Program

The Australia–Papua New Guinea Economic Partnership (APEP) is a flagship partnership supporting Papua New Guinea’s economic development priorities. Delivered by the Government of Australia in close collaboration with the Government of Papua New Guinea, APEP focuses on strengthening economic systems, institutions, and opportunities that support sustainable and inclusive growth through to 2028.

Working alongside government, research institutions, and development partners, APEP delivers coordinated and high‑impact outcomes across four key engagement areas:

  • Supporting More Efficient and Inclusive Markets
  • Fostering Inclusive Growth and Expanded Livelihoods
  • Catalysing Economic Research and Dialogue

Gender equality, disability social inclusion (GEDSI), women’s economic empowerment, and climate are central to APEP and integrated across all engagement areas and activities.

APEP supports the PNGRGC which is an umbrella organisation for civil society organisations (CSOs) with an interest in the extractives sector, including community-based, faith-based, legal, environmental, transparency and anticorruption organisations.  The mission of the PNGRGC is to raise public awareness on resource governance and sustainability issues – and specifically to advocate for accountability and good governance in the planning and management of the extractive sector, including resource allocation and licensing, development options and community participation, and safeguarding of PNG’s national heritage consistent with the National Constitution. The PNGRGC is also mandated to coordinate civil society’s participation in PNG Extractive Industries Transparency Initiative (PNGEITI), including providing guidance and support to the CSO representatives on the PNGEITI Multi Stakeholder Group (MSG). 

 

About the Opportunity

The PNGRGC Operations Manager will effectively function as the Executive Officer of the two-person secretariat of the PNGRGC. This role will require the coordination and management of the logistics and administration activities within the PNGRGC office and plays a lead role in implementing the PNGRGC operations plan.

The Operations Manager will take the lead in drafting high quality reporting and manage PNGRGC coordination with key stakeholders and will also have the primary responsibility for ensuring the effective and efficient delivery of the PNGRGC objectives.

 

About You 

For applications to be considered, a response to the Key Selection Criteria below must be provided

  • Demonstrated experience (5+ years desirable) in managing operations teams (including HR, finance, logistics) for large, complex programs within an international development would be an asset.
  • Strong working knowledge of corporate governance principles and trends.
  • Strong leadership and interpersonal communication skills.
  • Experience working with or for the private sector in PNG.
  • Ability to build and maintain positive working relationships with the Board, Members and Sponsors.
  • Experience in managing teams to deliver an agreed work plan.
  • Ability to work independently and autonomously in pursuit of an agreed goal.
  • Recognised and respected individual in the market.
  • Professional fluency in English and working knowledge of Tok Pisin.
