About the Program
The PNG Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.
PATH is guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) who are responsible for the delivery of health services across PNG.
PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women's leadership.
PATH's end of investment outcomes (EOIO) are:
• PHA's more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.
• DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.
• PATH's intermediate outcomes (IOs) address: PHA Leadership, Women in Leadership and Essential Health Services.
• PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.
Background
The Paediatric Society of PNG (PSPNG) is the oldest medical society in PNG, comprised of health care workers (HCWs) trained in paediatrics, but primarily paediatric physicians. Since 2016, the PSPNG has implemented The Child TB-HIV Project (CTHP) which focuses on the care and treatment of families affected by TB-HIV. Funding is provided by the Australian Department of Affairs and Trade (DFAT) and the project is managed through Abt Global/ PNG Australia Transition to Health (PATH) Program.
The project aims to engender essential organisational governance and management practice, produce policy documentation, and progressively introduce competency standards to its members. These initiatives are intended to develop the Society's capacity to engage effectively with members and other stakeholders, ultimately bridging the developmental gap in paediatric service delivery in PNG.
About the Opportunity
The Services that the Organisation Capacity Development Specialist (OCDS) is to fulfill the following Terms of Reference.
• The OCDS is responsible for assisting the PSPNG/CTHP to identify key organisational documents that needs to be developed to enable PSPNG to achieve grantee status with DFAT and other prospective funding partners.
• The OCDS will support PSPNG with technical expertise in the drafting of organisational policies procedures and structures to develop the governance and management processes.
• The OCDS' role as the Technical Advisor to CTHP reports directly to the Project Director.
• Complete requirements for Grantee Status
• Submit all required documents in time.
• Review the organizational structure of the PSPNG and the CTHP and advise on an appropriate organizational structure.
• Creating professional documents.
About You
For applications to be considered, a response to the key selection criteria below must be provided.
• Advanced degree and a minimum of 10 years' experience in organisational development, organisational psychology, human resources, Health studies, or a business-related discipline
• Advanced proficiency in office and business administration software and knowledge of DFAT Commonwealth governance functions is required.
• Working with government and international organisations will be preferred.
• Excellent communication, facilitation, analytical, and inter-personal skills.
• Good understanding of PNG's constitution, national policies, and institutional structure and processes.
• Extensive knowledge of skills development and capacity-building strategies.
• Exceptional communication skills and a proactive work approach and an analytical and critical thinker
• Ability to be at service of others.
• Able to work under pressure.
