SUMMARY OF THE PROJECT
The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.
 
The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).
 
CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.
 
SUMMARY OF THE POSITION
CAPRED is seeking highly motivated Consultant with excellent organisational, analytical, and communication skills to assist the CAPRED team in understanding the progress and impact of its intervention, identify lessons learned, and propose next steps to further catalyse the systemic change in Cambodia’s water sector. Specifically, this research will:

• Document systemic change signs resulting from CAPRED’s water portfolio activities.
• Analyse the drivers and enabling factors behind observed systemic changes.
• Evaluate the role of key stakeholders in contributing to these changes.
• Identify lessons learned and potential leverage points to amplify systemic impact.
• Providing actionable recommendations for scaling and sustaining systemic changes.

Tetra Tech International Development, the Managing Contractor for the Australia Awards in Indonesia (AAI) is seeking tenders for the design and delivery of Enhancing Artificial Intelligence Development and Innovation – Policy and Practice. The program takes a market systems development (MSD) approach to unlocking opportunities for growth in selected sectors (cocoa, coconut, tourism, timber, horticulture, financial services, and waste management). MSD requires Strongim Bisnis to carefully select partnerships, and design interconnected activities that deliver tangible and measurable results. For each activity it must be possible to track progress from improving the performance of Solomon Islands enterprises, to achieving resilient systemic change in markets, and ultimately increasing income and employment. In this way, Strongim Bisnis avoids ad hoc activities and seeks deep engagement with market actors. 

Position summary and justification for the role.

The Finance Manager (FM) is primarily responsible for overseeing and managing financial functions of the Strongim Bisnis program, ensuring that DFAT funding is efficiently and accountably managed in accordance with ASI and DFAT policies and processes. The FM will manage cashflow, payroll, accounts payable, petty cash and tThe FM will line manage a team of Finance Officers (FO) and report to the Team Leader with a matrix reporting line to the ASI Program Manager.

The Finance Officer (FO) reports to the Finance Manager and supports the financial management of the Strongim Bisnis program with responsibilities ranging from processing accounts payable, petty cash, advances and acquittals, and tax payments.

The Operations Manager (OM) is primarily responsible for overseeing and managing operations functions of the Strongim Bisnis program. The OM will line manage a team of Operations Officers (OP) and report to the Team Leader with a matrix reporting line to the ASI Program Manager.
