Palladium and the Pacific Labour Mobility Support Program (PLMSP) are seeking Expressions of Interest (EOI) from qualified consultant firms to deliver economic modelling and analysis on the economic impacts of the Pacific Australia Labour Mobility (PALM) scheme in Australia. The analysis will provide economic analysis and policy insights at the national, sectoral, regional and local scales.

This EOI is the first step in a two-stage process to select a suitable consultancy firm to provide the required services. Where consultants are shortlisted to the next stage, they will be provided with more detail to prepare a full proposal. After the second stage, a preferred consultant will be selected and engaged to undertake the required work. The timeframe for delivery of these services is from the beginning of May to mid-August 2025.

We are seeking an Economic Reintegration Manager for our Pacific Labour Mobility Support Program (PLMSP) that will support activities in Australia, the Pacific and Timor-Leste that contribute to the successful economic reintegration of returning PALM workers and their families. This will include designing, planning, coordinating, managing, facilitating and delivering reintegration support to partner countries, PALM workers and their families, and Australian Approved Employers.

This is a fixed term opportunity required till September 2028 with possibility of extension and could be based in Palladium's office in Brisbane, Canberra or any of the Pacific Islands and/or Timor-Leste.

The Organisation

The Ministry of Finance and Economic Management (MFEM) is the central authority within the Government of Vanuatu (GoV) that governs and oversights budgeting and expenditure of public funds. This significant mandate paves the way for MFEM to address, develop, implement and advocate for required Public Finance and Economic Management (PFEM) reforms as and when, legally and contextually and appropriate. A Public Expenditure and Financial Accountability (PEFA) self-assessment conducted in 2015 identified a number of areas for ongoing work led by MFEM, which has formed the basis of a PFM Roadmap that development partners are supporting.

 

The Position

The Public Financial Management Advisor will be based full-time in the newly formed Corporate Services Unit at MFEM and will provide strategic advice to the Director General. The PFM Advisor will be engaged with MFEM for a period of 1 year with the opportunity for a 1-year extension. The PFM Advisor will focus on various activities, including:

1. Providing technical advisory services to MFEM

2. Supporting other potentially transformative and emergent PFM reform opportunities

3. Providing technical advisory services to DG MFEM and Development Partners as required

4. Supporting PFM coordination activities"
