About P4I

Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. P4I partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).

P4I works with partners to strengthen infrastructure decision-making and practice across the transport, energy, utilities and telecommunications sectors. P4I’s focus is on the early stages of the infrastructure lifecycle, including planning and prioritisation, financing strategy, and procurement.

The four main services offered by P4I are linkages with Australian government agencies and other institutions, technical and policy advice, infrastructure project advice and knowledge-sharing and learning. 

As the foundation of quality infrastructure, P4I also integrates gender equality, disability, and social inclusion, and disaster risk reduction and climate change considerations into all activities.

Delivered through a single team, P4I is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One. P4I has a head office in Bangkok, with other staff located around the region.

Scope of Work

Under the direction of the Component 2 Lead, through the LASEP in-country team, the consultant will undertake the following activities under Component 2 of this Activity: 

• Engage with government stakeholders (MEM, EDL, and other relevant agencies) to confirm the scope and workplan for Component 2 to ensure alignment with national priorities and capacities. 
• Support establishment of a working group involving MEM, EDL, and other stakeholders to oversee and guide the implementation of Component 2 activities and/or participate in the working group established to oversee the project activities of Component 1 and 2 if appropriate. 
• Support the Component 2 Lead in conducting a literature review and analysis of: 
  • existing practices, agreements, and institutional frameworks related to disaster management and operational continuity in the Lao power sector; and
  • regional and international guidance and best practices on institutional preparedness and continuity planning for the power sector. 
• Support the Component 2 Lead in facilitating and delivering the capacity-building workshops to strengthen institutional knowledge and preparedness for energy sector continuity planning. Workshops will incorporate international best practices and tools tailored to the Lao PDR context. 
• Support the preparation and facilitation of knowledge exchange sessions to introduce and discuss global examples of effective energy sector resilience strategies and continuity planning. 
• Support the Component 2 Lead in the preparation of a concept note for the Continuity of Operation Plan (COOP) which sets out the broad purpose, scope, principles, structure and level of detail, for consultation with the relevant working group(s) and other stakeholders. 
• Support the Component 2 Lead in the finalisation of the COOP, including:
  • Facilitating a desktop exercise with relevant stakeholders to test the suitability of the draft COOP based on the most likely disaster scenarios and identify any gaps or challenges to be addressed. Refine the COOP based on feedback and results from this exercise. 
  • Facilitating a stakeholder workshop to present the finalised COOP, gather feedback, and provide recommendations for ongoing improvement, including potential areas for future collaboration and capacity building.

Tetra Tech International Development, the Managing Contractor for the Laos Australia Institute (LAI) is seeking tenders for the design and delivery of Australia Laos Friendship Association: Leadership Study Tour. Tenders are sought in accordance with the LAI Short Course Guidelines and as per the details more fully described in this Request for Tender (RFT) documentation. Please note that Sections 4.1, 5.3, 5.4 and 5.6 do not apply to this program.

To tender to design and deliver this activity the lead business must be a Registered Training Organisation (RTO) in Australia or an Australian tertiary institution as defined in the Higher Education Support Act, 2003 Table A, B and C.

LAI will exclude a tenderer on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a prior contract with Tetra Tech International Development or LAI.

Project Summary

This project will support a series of connected communications activities to promote AANZFTA throughout the Financial Year 2024-25 (until June 2025) under the AANZFTA Implementation Support Program (AISP) to strengthen public and private sector stakeholders' awareness of its economic benefits.

Objectives:

(i) Increase understanding of AANZFTA, the AANZFTA Upgrade, and AISP activities.

(ii) Build on 2023 AISP-ECWP communications and business engagement initiatives, including:

• A Communications Package on AANZFTA Upgrade benefits.
• Regional and national business roundtables.

(iii) Develop business engagement resources to strengthen partnerships with diverse and potentially marginalised communities.

Project Summary

This project was created to implement activities that align with RCEP Chapter 5 on SPS. The objective is to enhance the practical application of SPS measures by promoting transparency and understanding of the development processes and applications among relevant stakeholders. The project seeks to strengthen coordination, communication, and consultation among the domestic parties involved in SPS measures, adhering to international standards, guidelines, and recommendations. With support from RCEP and the RT4D program, the fundamental goal of this project is to build the institutional capabilities of key stakeholders at the central and provincial levels under the leadership of FDD. This will set up a foundation to establish a modern, comprehensive, high-quality, and mutually beneficial economic partnership, facilitating regional trade and investment expansion and contributing to global economic growth.

Improving inter-departmental coordination is another crucial component of the project; it will establish a collaborative, dynamic platform for stakeholders such as the FDD, Department of Agriculture (DOA), Department of Livestock and Fisheries (DOLF), and Department of Planning (DOP) to monitor and evaluate the implementation of SPS chapters. This initiative aims to promote transparency, ensuring senior decision-makers and policy formulators have a unified understanding of the SPS chapter and the ASEAN Sectoral Mutual Recognition Arrangement for Inspection and Certification Systems on Food Hygiene for Prepared Foodstuff Products (MRA) guidelines, alongside developing implementation regulations that clarify procedural and operational parameters. This framework seeks to mitigate arbitrary decision-making while reinforcing compliance with national legal standards through stringent oversight and formalised inspection processes.

The specific objectives of this project are to:

• To provide capacity building on implementing the SPS measures and provisions, focusing on Chapter 5 of RCEP commitments
• To strengthen economic cooperation and dialogue that supports the implementation and utilisation of key provisions within the SPS agreement 
• To increase public and stakeholders’ awareness of the benefits and impact of the RCEP and SPS Chapter to enhance access to information for businesses, especially Micro-Small and Medium Sized Enterprises (MSMEs), on the SPS requirements as well as MRA on import-export 
• To strengthen cooperation and exchange experience with RCEP Parties in the SPS Chapter, particularly on the collective participation approach at the ASEAN SPS committee meeting.

Scope of work

P4I is seeking a qualified entity(s), including an organisation, individual consultant, or groups of consultants, for the role of Technical Consultant (Consultant) to be engaged in the P4I Activity team to undertake and deliver the following scope of work.

Part A: Development of SOP to evaluate Feasibility Studies in line with the Guidelines as attached in
Appendix A;

• Assist the P4I Activity team and participate at stakeholder consultations and meetings as required and relevant for the development of the SOP
• Identify and document the key processes and procedures to follow in evaluating the Feasibility Studies.
• Develop draft and final SOP to enable DEPP to evaluate the Feasibility Studies at several levels during assessment. This may include:
  • Level 1: level of substantial responsiveness to the Guidelines
  • Level 2: Identification of material omissions/deviations in the Feasibility Studies
  • Level 3: Detailed evaluation of the Feasibility Studies as per the existing Guidelines
• This scope includes the development of the SOP based on international best practices and globally accepted standards/principles to the extent permitted in the Guidelines covering the applicable sections in the Guidelines.
  • Appendix B provides a matrix with the potential division of input required from various workstreams as per the contents of the Guidelines for reference.

Deliverables: Input to the table of contents and to the SOP manual to evaluate Feasibility Studies in line with the above “Scope of work - Part A”. The deliverables shall be in P4I branded MS Word templates or format advised by the P4I Activity team.

Part B: Knowledge exchange and training workshops on the SOP

• The Consultant shall develop content for the SOP training workshop using P4I branded materials encompassing Part A of the “Scope of work” above. The exact format and structure of the workshop to be informed by the P4I Activity team.

Deliverables: Delivery of 1-2 days of in-person workshop sessions on the implementation of the SOP manual

The AISP Implementation Support Program (AISP), implemented RT4D Facility, aims to support AMS to realise the full benefits of AISP through the provision of capacity-building support and access to technical expertise.

• Project Name: Developing National Policies and Laws Related to GRTKTCE; and Empowering Ethnic Communities through strengthening capacity for GRTKTCE protection for Interested ASEAN Member States (AMSs)

Program Background

Partnerships for Infrastructure (P4I) is the Australian Government’s flagship infrastructure initiative for Southeast Asia. It partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN) to foster inclusive growth through sustainable economic infrastructure (i.e. transport, energy, telecommunications, and utilities). P4I focuses on infrastructure prioritisation and planning, policy and regulation, procurement, and project preparation (P4I does not finance infrastructure delivery). All services address gender equality and social inclusion, disaster risk reduction and climate change issues. P4I can respond to rapid requests but aims to develop longer-term infrastructure engagement.

The Disaster Risk Reduction and Climate Change (DRRCC) team leads the advice and quality assurance of low carbon and disaster/climate resilience integration into over 100-plus energy, transport, public investment management and telecommunications activities. The team is located in Bangkok and across the region, drawing down on technical climate and disaster specialists utilised to support high-volume technical inputs into activities.

The Role

The Climate Change and Disaster Risk Reduction Adviser will report to P4I’s Director of Climate and Inclusion, leading the DRRCC team and working closely with the Gender Equality, Disability and Social Inclusion (GEDSI) team, Delivery Partner organisations and other P4I staff to coordinate P4I’s integrated approach of DRRCC across all activities.

The role is open to all nationalities and is based in Bangkok.

The responsibilities of the position will include, but not be limited to:

• Manage 3 part-time DRRCC Advisers and a full-time Climate and Inclusion Coordinator to drive the design and implementation of the DRRCC workstream through the twin-track approach of standalone DRRCC activities and integrate DRRCC into the Program’s service delivery functions. This includes overseeing the management of a technical panel of climate and disaster specialists.
• Provide low-carbon and disaster/climate resilience advice, identifying relevant entry points for energy, transport, public investment management, and telecommunications as part of the design, implementation, and monitoring processes. 
• Work closely with activity teams, DFAT posts and, where relevant, DRRCC sub-contractors, providing quality assurance of all inputs provided.
• Collaborate with stakeholders on DRRCC and infrastructure, including officers and programs at Australian Government posts, Southeast Asian government and ASEAN officials. Coordinate with P4I’s Delivery Partner organisations to align activities with their existing programs, training and networking activities
• Support the coordination of DRRCC with other P4I teams, including Operations, Monitoring and Evaluation, Strategic Communications and Knowledge and Government to Government teams.
• Lead DRRCC reporting and tracking of work budgets that feed into Program Performance Reports.
• Lead the development of the DRRCC framework database that tracks implementation against Climate targets.
• Oversee climate finance alignment analysis of the portfolio according to DFAT requirements.
• Oversee Safeguards portfolio, including safeguards panel of technical specialists.

In undertaking all the above, the position will operate as part of P4I’s One-Team, contributing to well-coordinated planning and delivery across all members of the Delivery Partner organisations.

Program Background

Australia and Lao PDR (Laos) came together to deliver the Laos-Australia Connectivity Partnership, which focuses on supporting the Government of Laos (GoL) to improve transport connectivity and infrastructure decision-making and practice. The LACP Memorandum of Subsidiary Arrangement (MSA) was signed on 7 July 2022 by GoL and Australian Government with a budget of at least $10 million to 30 June 2024 ($13.2 million has been committed), with an option to extend. LACP is delivered by the Partnerships for Infrastructure (P4I) initiative and complement GoL’s Southeast Asia Regional Economic Corridor and Connectivity (SEARECC) project, which the World Bank funds.

P4I is now continuing to work with MPWT in the transport sector during the bridging period January to December 2025, in preparation for a second phase of work beyond December 2025. During the bridging period, P4I will continue to support GoL to improve transport connectivity and infrastructure decision-making and practice - building on Laos’ ASEAN chair year connectivity and resilience agenda. P4I will support the implementation of the National Transport Strategy and will help to balance national and regional transport connectivity interests and consensus on priority regional issues as it transitions to become a land-linked country.
