About RT4D

The Regional Trade for Development (RT4D) initiative is funded by both the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.

Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disabilities.

The Governments of Australia and New Zealand have committed up to AUD 48.7 million to fund RT4D from 2020-21 to 2027-28.

Project Summary

The RCEP Implementation Support Program (RISP), implemented by the RT4D Facility, aims to support AMS to realise the full benefits of RCEP through the provision of capacity-building support and access to technical expertise.

The following project is approved under RISP.

• Project name: Promoting the utilisation of RCEP, especially in digital trade, through better understanding and enhanced engagement of the private sector, MSMEs and women-led businesses.

• Project Objectives: In celebration of the third anniversary of RCEP’s entry into force, this project aims to reinforce the practical utilization of RCEP commitments by MSMEs and women-led enterprises through the following objectives:

o to assess the awareness and utilization of RCEP among MSMEs, women led businesses in Viet Nam, identifying gaps and areas for improvement. 

o to address identified gaps by raising awareness and improving communication on RCEP benefits among MSMEs and women-led enterprises, especially in digital trade, through capacity-building workshops and the development of user-friendly materials to enhance understanding and utilization.

o to strengthen collaboration between the MSMEs and women-led enterprises, and policymakers to improve FTA implementation and support. 

Tetra Tech International Development, the Managing Contractor for Australia Awards Cambodia (AAC) on behalf of the Australian Department of Foreign Affairs and Trade (DFAT), is seeking Service Providers to tender for the design and delivery of the Pre-Departure Training for Australia Awards Scholarships Intakes 2025 (one cohort mobilising for semester 2, 2025) and 2026 (two cohorts mobilising for semester 1, 2026 and semester 2, 2026 respectively). The Pre-Departure Training will be delivered in a hybrid mode (one week online and two weeks face-to-face in Phnom Penh for each cohort – with a one week or so break between the on-line and face-to-face components), utilising an effective online learning platform for the online components.

Confirmation by AAC of delivery by the Service Provider of cohorts two and three is subject to delivery, to AAC’s satisfaction, of the prior cohort in each case by the Service Provider.

To tender to design and deliver this training the Service Provider must be a Registered Training Organisation (RTO) in Australia, an Australian tertiary institution as defined in the Higher Education Support Act, 2003 Table A, B and C or otherwise approved by Tetra Tech International Development and/or DFAT.

AAC will exclude a Service Provider on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a prior contract with Tetra Tech International Development or AAC.

Tetra Tech International Development, the Managing Contractor for the Australia Awards in Indonesia (AAI) is seeking tenders for the design and delivery of Achieving a Just Energy Transition throughout Indonesia. Tenders are sought in accordance with the AAI Short Course Guidelines and as per the details more fully described in this Request for Tender (RFT) documentation.

Program Background

Partnerships for Infrastructure (P4I) is the Australian Government’s flagship infrastructure initiative for Southeast Asia. It partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN) to foster inclusive growth through sustainable economic infrastructure (i.e. transport, energy, telecommunications, and utilities). Phase 1 of P4I will run from 2021 to December 2025, with Phase 2 currently in the design process and due to begin early 2026.

Delivered through a single cohesive team, the initiative is led by the Australian Department of Foreign Affairs and Trade in collaboration with EY, Adam Smith International, The Asia Foundation and Ninti One. The Program’s Head Office is in Bangkok.

P4I focuses on infrastructure prioritisation and planning, policy and regulation, procurement, and project preparation (P4I does not finance infrastructure delivery). All services address gender equality and social inclusion, disaster risk reduction and climate change issues. P4I can respond to rapid requests but aims to develop longer-term infrastructure engagement.

The Disaster Risk Reduction and Climate Change (DRRCC) team leads the advice and quality assurance of low carbon and disaster/climate resilience integration into over 100-plus energy, transport, public investment management and telecommunications activities. The team is located in Bangkok and across the region, drawing down on technical climate and disaster specialists utilised to support high-volume technical inputs into activities.

Reporting to the National GEDSI Lead and collaborating with the SPRING Program team, the GEDSI Officer will provide essential technical and operational support to the National GEDSI Lead in developing technical advice and recommendations for key implementing partners such as DSWD, the Department of the Interior and Local Government (DILG), and other relevant stakeholders. This role will focus on supporting the National GEDSI Lead in delivering policy and technical assistance to relevant implementing partners to promote inclusion and gender equality, improve the responsiveness of delivery systems and enhance gender responsiveness in strengthening social protection systems.
