Summary

We are seeking an organisation to conduct a comprehensive study of PNG’s agriculture finance landscape, examining both supply-side and demand-side dynamics. On the supply side, the service provider will investigate the barriers preventing financial institutions—including commercial banks and licensed financial institutions—from expanding their agriculture finance portfolios. On the demand side, the service provider will explore the specific needs, expectations, and challenges faced by producers, aggregators, SMEs, and large agribusinesses across key value chains such as cocoa, coffee, oil palm, and fresh produce. By integrating global best practices with PNG-specific insights, this study will identify actionable solutions that address local market realities.

Upon concluding the data collection and analysis, the service provider will produce two primary outputs: a public report that offers a comprehensive overview of the agriculture finance landscape, and an internal roadmap with recommendations for DFAT and APEP to guide future interventions.

APEP is seeking technical assistance from an organisation to consult key stakeholders to complete a comprehensive assessment of fresh produce supply chains and support systems.

The study is expected to involve up to 100 days of consultancy work in-country and spread over the months of June to August 2025. It will require travel to fresh produce growing sites in the Highlands (WHP, Jiwaka, Simbu, EHP) and Lowlands (Lae, Port Moresby and Kimbe) where enterprising commercial growers and aggregators are based. Data collection will also be required in Lae, Port Moresby, Ok Tedi, Lihir and Kutubu where most formal fresh produce markets exist.

APEP is seeking technical assistance from an organisation with good knowledge of fresh produce production and a background in agriculture training and curriculum development. The successful respondent will work with the Fresh Produce Development Agency (FPDA) to understand the technical capacity of its extension programs, extension workers and its relationships with research and learning institutions. The study is expected to identify strengths and weakness in technical capacity of extension programs and workers and match them with training and learning opportunities available in the country. The study is seeking to streamline the activities of key partners from the supply side of the fresh produce sector and improve efforts to achieve consistency in production and supply fresh produce crop products to formal markets in PNG. 

The study will involve up to 90 days of consultancy work in-country over the months of June to September 2025. It requires close consultation with FPDA as the lead government agency in the fresh produce sector and will extend to other private extension entities.

Summary

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure.

The AIFFP Investment Preparation and Support Unit (SU), managed by Tetra Tech International Development, is contracted to support the AIFFP meet its objectives.

The AIFFP requires an Independent Environmental and Social Consultant (IESC) to assess the E&S compliance of AIFFP projects for the lender of record, Export Finance Australia (EFA). The IESC will be required for up to five projects over the contract period. The IESC will be required initially for three port projects under the AIFFP funded Papua New Guinea (PNG) Ports Infrastructure Investment Program: 1) Oro Bay, 2) Kavieng, 3) Lae Tidal Basin.

The purpose of the IESC role is to provide an independent assessment of the adequacy of the E&S project documentation for EFA and AIFFP and provide an opinion as to whether the Borrower (project proponent) has the capacity to implement the project in accordance with the following safeguards standards:

  • Equator Principles, 4th Edition
  • The International Finance Corporation (IFC) Performance Standards 2012
  • World Bank Group General Environmental, Health and Safety (EHS) Guidelines
  • Other relevant sector-specific World Bank Group EHS Guidelines (e.g. ports, roads)
  • DFAT Environmental and Social Safeguard Policy
  • National laws, regulations and permits that pertain to environmental and social issues.

EFA will be relying on the IESC to inform their risk screening and approval processes to comply with the EFA Policy for environmental and social review of transactions.
