The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Tetra Tech International Development, the Managing Contractor for the Australia Awards in Indonesia (AAI) is seeking tenders for the design and delivery of Breaking Barriers: Promoting Inclusive leadership in Science, Technology, Engineering and Mathematics (STEM) short course. Tenders are sought in accordance with the AAI Short Course Guidelines1 and as per the details more fully described in this Request for Tender (RFT) documentation.

Details of the course are included in Part B – Scope of Services.

To tender to design and deliver this course the lead business must be a Registered Training Organisation (RTO) in Australia or an Australian tertiary institution as defined in the Higher Education Support Act, 2003 Table A, B and C.

AAI will exclude a tenderer on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a prior contract with Tetra Tech International Development or AAI.

Program Background

Australia and Lao PDR (Laos) came together to deliver the Laos-Australia Connectivity Partnership, which focuses on supporting the Government of Laos (GoL) to improve transport connectivity and infrastructure decision-making and practice. The LACP Memorandum of Subsidiary Arrangement (MSA) was signed on 7 July 2022 by GoL and Australian Government with a budget of at least $10 million to 30 June 2024 ($13.2 million has been committed), with an option to extend. LACP is delivered by the Partnerships for Infrastructure (P4I) initiative and complement GoL’s Southeast Asia Regional Economic Corridor and Connectivity (SEARECC) project, which the World Bank funds.

P4I is now continuing to work with MPWT in the transport sector during the bridging period January to December 2025, in preparation for a second phase of work beyond December 2025. During the bridging period, P4I will continue to support GoL to improve transport connectivity and infrastructure decision-making and practice - building on Laos’ ASEAN chair year connectivity and resilience agenda. P4I will support the implementation of the National Transport Strategy and will help to balance national and regional transport connectivity interests and consensus on priority regional issues as it transitions to become a land-linked country.

SUMMARY OF THE PROJECT
The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.
 
The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).
 
CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.
 
SUMMARY OF THE POSITION
CAPRED is seeking highly motivated Consultant with excellent organisational, analytical, and communication skills to assist the CAPRED team in understanding the progress and impact of its intervention, identify lessons learned, and propose next steps to further catalyse the systemic change in Cambodia’s water sector. Specifically, this research will:

  • Document systemic change signs resulting from CAPRED’s water portfolio activities.
  • Analyse the drivers and enabling factors behind observed systemic changes.
  • Evaluate the role of key stakeholders in contributing to these changes.
  • Identify lessons learned and potential leverage points to amplify systemic impact.
  • Providing actionable recommendations for scaling and sustaining systemic changes.
