Summary

The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year DFAT-funded program that supports the Government of Indonesia to strengthen disaster risk management, preparedness, response, recovery, and resilience at national and sub-national levels. In line with Indonesia’s long-term development priorities and the shift toward a more anticipatory disaster management approach, SIAP SIAGA is supporting Bappenas and BNPB to develop the Strategic Action Plan for the Pre-Disaster System, including hazard-specific action plans and implementation mechanisms. To support this work, SIAP SIAGA is seeking a Disaster Management Advisor to provide strategic advice, drafting and editing support, and quality assurance, working closely with the Bappenas-SIAP SIAGA writing team to ensure the resulting policies and plans are evidence-based, practical, and aligned with national disaster and climate resilience priorities.

Description

Key Relationships

This position will work closely with the following individual and/or organisation:

  • Reports to the Director of the Directorate of Spatial Planning, Urban, Land and Disaster Management, Bappenas and SIAP SIAGA National Program Lead.

  • Coordinates closely with the team of the Directorate of Spatial Planning, Urban, Land and Disaster Management, Bappenas.

  • Provides direct technical and strategic advisory support to the designated Bappenas supervising official for the preparation of the Grand Design.

Role and Responsibility

Under the overall direction of the supervision of the designated Bappenas official, and in close coordination with SIAP SIAGA, the consultant will undertake the following taksk:

  1. Take responsibility for ensuring the substantive quality, strategic coherence, and timely completion of the document series, covering the national policy and strategic framework for the pre-disaster system, action plans for prioritised hazards, and delivery mechanisms for regulation, institutions, and investment.

  2. Set the architecture and direction of the document series, including its outline, analytical framework, and writing work plan. Agree the division of writing tasks with the Bappenas–SIAP SIAGA writing team, and monitor progress against agreed milestones.

  3. Provide direction to the writing team and subject-matter experts on content and analytical approaches, review their contributions, and integrate inputs from experts, ministries/agencies, and consultation forums into a single, coherent narrative and policy direction.

  4. Serve as the principal technical counterpart to the designated Bappenas supervising official on the substance of the document series. Translate leadership direction into actionable guidance for the team and bring key strategic choices and options to Bappenas leadership for consideration and decision.

  5. Resolve substantive issues, such as hazard prioritisation, pillar boundaries, or the framing of cross-cutting and compound risks and ensure consistency of decisions across all books in the series.

  6. Write, review, and strengthen drafts, ensuring consistency of narrative, analysis, terminology, and policy direction from Draft Zero through the Final Draft.

  7. Present and defend draft content and key findings at FGDs, consultation forums, and Echelon I or leadership meetings, and facilitate discussions toward agreed recommendations.

  8. Provide strategic advice on stakeholder engagement and advocacy, including alignment with BNPB and relevant ministries/agencies.

  9. Work in a complementary manner with BNPB and the SIAP SIAGA Program Team, drawing on their strategic guidance and peer review, and ensuring that their review inputs are reflected in successive drafts.

  10. Perform other relevant strategic and technical duties as may reasonably be assigned by the designated Bappenas supervising official and/or SIAP SIAGA in support of the preparation, validation, and finalisation of the document series.
