Summary

Cowater International is seeking Expressions of Interest for a pool of Short Term Advisors to support the SPRING program in the Philippines

Description
1. About SPRING

The Social Protection, Inclusion and Gender Equality (SPRING) Program is Australia’s flagship investment supporting the Government of the Philippines to strengthen social protection, gender equality, disability inclusion, Indigenous Peoples inclusion, and inclusive local service delivery. SPRING is implemented by Cowater International and works in partnership with the Department of Foreign Affairs and Trade (DFAT), the Department of Social Welfare and Development (DSWD), and other national and subnational government partners.

SPRING supports government-led reforms that strengthen policies, systems, institutions, capacities, and implementation arrangements so that social protection and inclusion systems are more gender-responsive, disability-inclusive, shock-responsive, climate-sensitive, locally led, and evidence-informed.

2. Purpose of this Expression of Interest

SPRING is refreshing and expanding its Merit Pool of pre-qualified short-term technical assistance (STA) consultants, advisers, researchers, facilitators, service providers, and organisations. The Merit Pool will help SPRING rapidly identify and engage suitably qualified expertise for assignments that arise across the program’s remaining implementation period.

This call is intentionally framed broadly. SPRING’s work is adaptive and demand-driven, and future technical needs may include both generalist development program skills and specialist technical expertise. Applicants are encouraged to indicate all areas in which they can credibly contribute, rather than limiting their response to a narrow technical category.

Membership in the Merit Pool means that an applicant has been pre-qualified for possible future opportunities. It does not guarantee work, a contract, or a minimum volume of assignments. When assignments arise, SPRING may invite pool members to submit a brief cover letter / proposal, confirm fee rate / financial proposal, confirm availability, provide additional documentation, or participate in a further selection process.

3. Who We Are Looking For

SPRING welcomes Expressions of Interest from national and international applicants, including individuals, consulting firms, research organisations, academic institutions, civil society organisations, non-government organisations, and other legally registered entities able to provide qualified experts for short-term assignments.

SPRING particularly encourages applications from Philippine-based individuals and organisations, including firms and local service providers with strong knowledge of the Philippine policy, governance, social protection, gender equality, disability inclusion, Indigenous Peoples inclusion, local government, and civil society context.

8. Assessment and Selection Process

SPRING will apply a staged assessment process to reduce administrative burden and ensure technical merit is considered before detailed compliance checks are requested.

Stage 1: Completeness and Eligibility Screening

SPRING will check whether the applicant has submitted the required EOI materials and appears broadly eligible. Applications will not be held for minor missing supporting documents that are not required at the EOI stage. Where information is insufficient to confirm basic eligibility, SPRING may request clarification or may assess the application based on the information provided.

Stage 2: Technical Review and Pool Categorisation

Applications that pass basic screening will be reviewed for relevance and depth of expertise, quality of experience, alignment with SPRING’s current and anticipated needs, understanding of GEDSI and safeguarding principles, experience in the Philippine or comparable contexts, and ability to deliver high-quality outputs. Applicants may be categorised by expertise area, seniority, location, availability, modality, and suitability for future assignments.

Stage 3: Assignment-Specific Selection

When a specific assignment arises, SPRING may invite one or more pool members to confirm availability and submit assignment-specific information. This may include a short methodology, workplan, financial proposal, updated CVs, nominated experts, work samples, due diligence documents, or references.
