About the PALM scheme and the Government of Naoero
The PALM scheme enables workers from Naoero and other participating countries to gain employment experience in Australia, build skills and support their families through remittances. The Government of Naoero works with Australian Government agencies, Approved Employers, PLMSP and other stakeholders to promote worker welfare, effective communication and positive outcomes for workers and their families.
About the role
The Country Liaison Officer will support the welfare and wellbeing of dei-Naoero workers participating in the PALM scheme. The role provides culturally appropriate pastoral care, represents the Government of Naoero in Australia and works closely with the Labour Mobility Division, the Head of Mission, Approved Employers, Australian Government agencies, PLMSP and worker wellbeing officers. Support must follow established referral, reporting and escalation pathways.
The role will:
- Provide culturally appropriate welfare and pastoral support to dei-Naoero workers, including information about rights, responsibilities, services and referral options.
- Maintain regular contact with workers and build productive relationships with Approved Employers, Worker Wellbeing Officers, government agencies and support services.
- Support workers experiencing personal, social, cultural or workplace adjustment challenges and appropriately escalate complex or sensitive welfare matters.
- Conduct regular workplace and accommodation visits across Australia and engage directly with workers to identify emerging concerns.
- Assist with responses to critical incidents, including serious illness, injury, death, domestic violence, mental health incidents or criminal matters, while maintaining confidentiality and professionalism.
- Maintain accurate records and provide timely monthly activity reports, quarterly welfare reports and ad hoc updates to the Labour Mobility Division.
- Promote dei-Naoero culture, worker safety, dignity and wellbeing, as well as safeguarding, gender equality, disability inclusion and non-discrimination.
The Government of Naoero is looking for someone who:
- Has a strong understanding of dei-Naoero culture, customs and community values, with experience supporting Naoero or Pacific communities in Australia.
- Communicates clearly in written and spoken English and can build respectful relationships with workers, employers, government representatives and diverse communities.
- Has experience in community engagement, welfare support, labour mobility, public administration or a related field.
- Can work independently, manage competing priorities, meet reporting requirements and follow formal referral and escalation processes.
- Holds a current Australian driver license and can travel frequently within Australia, including interstate and outside regular hours when required.
- Is confident using Microsoft Office applications, digital communication platforms and record or case management systems.
- Has an understanding of the PALM scheme and worker welfare frameworks. Relevant qualifications and experience in case management, reporting or stakeholder coordination will be highly regarded.
