About Fiji’s labour mobility program
Fiji participates in international labour mobility initiatives, including the Pacific Australia Labour Mobility (PALM) scheme and New Zealand’s Recognised Seasonal Employer (RSE) scheme. The National Employment Centre and Foreign Employment Services support their delivery, with assistance from the Pacific Labour Mobility Support Program and other partners.
About the role
Reporting to the Manager, Foreign Employment Services, you will help workers move through the full labour mobility journey—from registration and selection to pre-departure preparation, employment support and return. You will provide accurate information, coordinate activities and records, and help ensure workers, employers and stakeholders receive timely, respectful and inclusive service.
Key responsibilities include:
- Support worker registration, screening and selection, including reviewing applications against employer requirements, verifying documentation and maintaining accurate worker databases.
- Assist employers during recruitment missions and selection activities and maintain clear communication with workers and employers throughout the recruitment process.
- Coordinate worker mobilisation requirements, including visa applications, supporting documentation, pre-departure briefings and work-readiness activities.
- Organise and support training in areas such as English language, digital literacy, interview skills, financial literacy and workplace readiness, and maintain accurate attendance and training records.
- Support worker welfare, returnee, reintegration and family accompaniment activities, including awareness sessions, information, referrals and outcome records.
- Respond promptly and professionally to enquiries received in person, by telephone, email and social media.
Provide accurate information about labour mobility opportunities, recruitment processes, mobilisation requirements and worker obligations.
- Build productive relationships with employers, government agencies, training providers, development partners and community organisations.
- Support awareness campaigns, information sessions and stakeholder consultations, and represent the National Employment Centre at meetings, workshops and events when required.
- Maintain accurate records, filing systems and labour mobility databases, and prepare correspondence, reports, briefing notes, meeting minutes and activity updates.
- Coordinate meetings, workshops, recruitment events, employer visits and training sessions, including venue bookings, travel, registrations, materials and catering.
- Support procurement and finance administration, and contribute to monitoring, evaluation, reporting and learning through data collection and reporting.
- Follow applicable NEC, Ministry and PLMSP policies and procedures, and support fair and inclusive recruitment and service delivery in line with Gender Equality, Disability and Social Inclusion principles.
We are looking for someone who:
- A diploma or bachelor’s degree in human resources, public administration, business administration, commerce, economics, community development, social sciences, education or a related discipline.
- At least three years’ relevant experience in employment services, recruitment, workforce development, labour mobility, administration, community development, training coordination or a related field.
- Strong customer service, communication and interpersonal skills, with the ability to explain requirements clearly and respectfully to different audiences.
- Demonstrated ability to engage effectively with workers, employers, government agencies, service providers and community stakeholders.
- Strong organisation and time management, with the ability to maintain accurate records and manage competing priorities and deadlines.
- Proven ability to work independently, use sound judgement and contribute positively within a team.
- High proficiency in Microsoft Word, Excel, PowerPoint and Outlook, with confidence using database systems.
- Fluency in English and a commitment to inclusive, culturally respectful and high-quality service.
Knowledge or experience of the PALM scheme or another labour mobility program will be highly regarded. Experience in worker mobilisation, training coordination, welfare or reintegration support, community engagement, Gender Equality, Disability and Social Inclusion, or monitoring and reporting will also be an advantage.
