This practical, people-focused role supports Fiji’s labour mobility program through worker recruitment, screening, training, mobilisation and reintegration. Working with the National Employment Centre and Foreign Employment Services, the officer will help build a skilled, work-ready pool of workers while providing responsive customer service and reliable administration.

Palladium is advertising this role on behalf of the Government of Fiji, Ministry of Employment, National Employment Centre and Foreign Employment Services. The Recruitment & Training Officer is recruited by and reports to the Manager, Foreign Employment Services. Engagement is through a local Employer of Record who provides support, including contracting and payroll administration.

This is a full-time, fixed-term opportunity based in Lautoka until 30 June 2027, working closely with government agencies, training providers, development partners, employers and other labour mobility stakeholders.

About Fiji’s labour mobility program
Fiji participates in international labour mobility initiatives, including the Pacific Australia Labour Mobility (PALM) scheme and New Zealand’s Recognised Seasonal Employer (RSE) scheme. The National Employment Centre and Foreign Employment Services support their delivery, with assistance from the Pacific Labour Mobility Support Program and other partners.

About the role
The Recruitment & Training Officer coordinates worker recruitment, screening, selection, training, mobilisation and post-return activities. The role delivers work readiness and pre-departure training, supports employer engagement, responds to worker and employer enquiries, and maintains accurate records and documentation in line with Ministry policies and labour mobility program requirements.

Key responsibilities include:

  • Support worker recruitment, screening, selection and mobilisation, including processing and verifying applications and supporting documentation.
  • Maintain worker registration records, databases, filing and record management systems, ensuring accurate and timely data entry.
    Respond promptly and professionally to worker and employer enquiries received in person, by telephone and email, and provide reception and customer service support.
  • Coordinate recruitment events, employer interviews, testing, selection activities and logistics for employer visits and recruitment missions.
  • Prepare and deliver pre-departure briefings, post-deployment returnee briefings and work readiness training.
  • Develop, update and maintain training materials relevant to Fiji’s labour mobility context and coordinate participation in external training initiatives.
  • Engage and collaborate with training providers, development partners and stakeholders, and build the capacity of Foreign Employment Services staff to support training delivery when required.
  • Monitor training effectiveness through participant surveys, feedback and reporting, and contribute to continuous improvement of training programs and participant outcomes.
  • Support procurement, administrative and finance-related activities as required, and ensure compliance with Ministry policies, procedures and labour mobility program requirements.

We are looking for someone who:

  • Has a diploma or bachelor’s degree in human resources, education, training, public administration, commerce, economics, business administration or a related field, or equivalent relevant work experience.
  • Has at least three years’ experience in recruitment, training delivery, workforce development, employment services or a related field.
  • Holds a Certificate I or II in Train the Trainer, or an equivalent training facilitation qualification.
  • Has experience coordinating recruitment, training or workforce development activities, with strong administration and organisational skills.
  • Can work effectively in a fast-paced environment, manage competing priorities and tight deadlines, and collaborate well as part of a team.
  • Communicates clearly and provides responsive customer service to workers, employers and stakeholders.
  • Demonstrates professionalism, initiative, sound judgement, attention to detail and a commitment to accurate, compliant and high-quality service.
  • Experience in labour mobility, employment, migration or workforce development programs will be highly regarded, together with knowledge of the PALM scheme and other Pacific labour mobility initiatives.
  • Experience in stakeholder engagement, partnership development and project coordination or implementation would also be an advantage.
