Summary

This practical, people-focused role supports Fiji’s labour mobility program through reintegration, superannuation and family accompaniment initiatives. Working with the National Employment Centre and Foreign Employment Services, the officer will provide operational, administrative, stakeholder engagement and client support to returned workers, participating workers and their families, while also assisting with broader labour mobility activities as required.

Palladium is advertising this role on behalf of the Government of Fiji, Ministry of Employment and National Employment Centre and Foreign Employment Services. The Labour Mobility Reintegration Officer is recruited by and reports to the Manager, Foreign Employment Services. Engagement is through a local Employer of Record who provides support, including contracting and payroll administration.

This is a full-time, fixed-term opportunity based in Suva until 30 June 2027, working closely with government agencies, development partners, employers, community stakeholders and regional and Australian labour mobility counterparts.

About Fiji’s labour mobility program
Fiji participates in international labour mobility initiatives, including the Pacific Australia Labour Mobility (PALM) scheme and New Zealand’s Recognised Seasonal Employer (RSE) scheme. The National Employment Centre and Foreign Employment Services support their delivery, with assistance from the Pacific Labour Mobility Support Program and other partners.

About the role
The officer provides operational, administrative, stakeholder engagement and client support to the National Employment Centre Labour Mobility Program, with a primary focus on reintegration, superannuation and family accompaniment initiatives. Working closely with the Reintegration Coordinator and Family Accompaniment Coordinator, the role supports returned workers and their families throughout the labour mobility cycle, while also assisting with broader awareness, recruitment, mobilisation, monitoring and client support activities as required.

Key responsibilities include:

  • Support the Reintegration Coordinator to implement Fiji’s Labour Mobility Reintegration Program, including assessing economic, social, financial and psychosocial needs and coordinating activities, workshops and awareness initiatives.
  • Assist returned workers and their families to access services, referrals and support programs, and to develop employment, business, financial management and livelihood plans.
  • Build and maintain relationships with government agencies, financial institutions, non-government organisations, community organisations, training providers and other reintegration stakeholders.
  • Coordinate reintegration stakeholder meetings and follow-up activities and contribute to communications and awareness campaigns with National Employment Centre staff.
  • Help workers understand Australian superannuation processes, entitlements and withdrawal procedures, including preparing information materials, providing guidance and referrals, and maintaining enquiry and outcome records.
  • Provide operational and administrative support for family accompaniment initiatives and act as a point of contact for participating workers and families.
  • Assist workers and family members to understand visa, travel, settlement and program requirements, and collect, verify and manage supporting documentation and records.
  • Liaise with immigration, police, medical providers, educational institutions and other service providers, and support visa applications, pre-departure briefings, mobilisation, welfare, demobilisation and return preparation.
  • Support data collection, case management, monitoring, evaluation, reporting and stakeholder engagement across reintegration, superannuation and family accompaniment activities.

We are looking for someone who:

  • Has a bachelor’s degree in human resource management, community development, social sciences, economics, public administration, business administration, international development, human services, social work or a related discipline.
  • Has at least three years’ professional experience in program coordination, worker welfare, community development, reintegration, social services, migration, labour mobility, financial inclusion or a related field.
  • Has demonstrated experience working with diverse stakeholders, building effective partnerships and supporting vulnerable individuals, families or communities.
  • Has experience in project implementation and reporting, and in facilitating workshops, training programs and stakeholder consultations.
  • Communicates clearly in written and spoken English and demonstrates strong analytical, planning, organisational and stakeholder engagement skills.
  • Works with initiative and independence, manages competing priorities, and maintains accurate records and high-quality client service.
  • Is confident using Microsoft Word, Excel, PowerPoint, Outlook and database systems.

Experience in labour mobility, migration, employment or workforce development programs will be highly regarded. An understanding of worker reintegration, family welfare, financial literacy and superannuation systems, together with knowledge of Australian labour mobility programs and policies, would be an advantage. Experience living, studying or working in Australia or New Zealand, and the ability to communicate in iTaukei and/or Fiji Hindi, would also be beneficial.
