Request for Expressions of Interest (EOI)

Palladium, through the Quad Infrastructure Fellowships (QIF), is seeking a supplier or consortium to design and deliver a short course on Submarine Cable Systems – Operator Maintenance and Resilience. The course will support mid-career technical fellows from cable operators, state-owned enterprises, national telecommunications operators and relevant government or regulatory bodies in countries hosting Australian-financed submarine cable infrastructure. It will strengthen practical capability in submarine cable operations and maintenance, landing station operations, fault localisation and diagnosis, incident response, repair vendor activation, outage coordination and executive briefing on operating risk. Delivery will follow QIF’s three-phase model, including hybrid pre-course preparation, face-to-face delivery in Australia, and post-course Work-Based application. Suppliers should demonstrate vendor-neutral technical expertise, access to relevant operational environments or simulations, adult learning capability, GEDSI-inclusive delivery, monitoring and evaluation, and experience in Indo-Pacific infrastructure contexts. Shortlisted suppliers may be invited to a subsequent RFT process.
