Program Background

KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

  1. Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
  2. Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development
  3. Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.

The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability equity, and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.

KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role 
The Head of Gender Equality, Disability Equity, and Social Inclusion (GEDSI) and Community Engagement is a senior leadership role, responsible for leading the implementation of KINETIK’s gender equality, disability equity, and social inclusion (GEDSI) and community engagement portfolio, ensuring high-quality delivery across the program. This includes prioritising an integrated approach to GEDSI and community engagement across KINETIK’s policy work, to promote GEDSI-transformative approaches and build coalitions for sustainability. The role provides technical leadership on gender equality, disability equity and rights, social inclusion, community engagement, and locally led development, across the program planning, pipeline development, delivery, and performance monitoring to achieve KINETIK GEDSI and community development outcomes across the entire KINETIK Partnership, including for all delivery partners.

The Head leads the identification, development, and progression of a pipeline of GEDSI and community engagement activities, and their integration across the partnership, into KINETIK’s climate, infrastructure, financing, and clean energy investments, ensuring alignment with KINETIK’s GEDSI Strategy and opportunities identified for GEDSI-transformative change, Government of Indonesia priorities, and global smart practice. The Head works closely with KINETIK functions and delivery partners to deliver the portfolio adopting a twin track approach of targeted and mainstreamed initiatives ensuring GEDSI considerations are embedded throughout program design, implementation, monitoring and adaptive management. The Head will facilitate the strengthening of internal KINETIK and delivery partner capabilities, ensure sufficient resourcing, and operational support to delivering KINETIK’s GEDSI portfolio as a whole of program commitment, At the same time, the Head will guide and ensure the delivery of high quality, sustained and systemic changes contributing to the achievement of the program’s outcomes. The Head will lead the GEDSI Team to support the continuous strengthening of program capabilities to mainstream GEDSI across all KINETIK delivery partners including KINETIK’s APS partners, by facilitating coaching, technical support, and the development and program’s use of practical and user-centred tools and methodologies to mainstream GEDSI and community engagement in all phases of program delivery. 

The Head plays a lead role in ensuring GEDSI and community engagement are integrated across all KINETIK EOPOs. The role ensures that people (including women, people with disabilities, and marginalised groups) are more genuinely involved in climate resilient development, including the infrastructure life-cycle and financial markets. Technical focus areas for this role include ensuring best practice approaches to GEDSI-transformative climate finance and sustainable infrastructure development, the GEDSI-climate nexus, women's economic empowerment and gender and disability lens investing.

The Head engages with Indonesian government counterparts, Australian Public Service (APS) partners, non-government actors (including women-led groups, civil society organisations, and Organisations of Persons with Disabilities, OPDs), and development partners to support policy and institutional reform, GEDSI transformative change, locally led development, system strengthening, and deliver tangible and sustainable impacts at the community level.

The role operates under the strategic direction of the Deputy Director Policy, Partnerships, Sustainability and Inclusion and provides technical leadership to the Community Engagement Lead, GEDSI Managers, advisers, and technical personnel within the GEDSI portfolio. The Head also manages KINETIK's relationship with the Community Engagement Partner and provides technical oversight of the Inclusive Climate Entrepreneurship Ecosystem work, ensuring partner-delivered activities remain aligned with KINETIK's GEDSI Strategy and contribute to program outcomes.

The role enables integrated planning and collaboration across KINETIK functions and delivery partners, ensuring GEDSI implementation informs policy, financing, and infrastructure delivery, while policy, program learning, and implementation experience continuously strengthen GEDSI approaches.

About You

Essential Experience and Knowledge

  • Postgraduate qualification in gender studies, disability studies, social development, international development, sociology, anthropology, public policy, or a related field.
  • Minimum 12 years of experience in gender equality, disability inclusion, social inclusion, community engagement, social development, or related fields, including experience at senior leadership level.
  • Demonstrated experience leading GEDSI, social inclusion, community engagement, or social development portfolios within large and complex development programs.
  • Strong track record of engaging with Government of Indonesia institutions, development partners, civil society organisations, representative organisations of women and people with disabilities, and other strategic stakeholders on inclusion, participation, accessibility, and social development initiatives.
  • Demonstrated experience integrating GEDSI principles into policy reform, infrastructure, climate, financing, governance, or sustainable development initiatives.
  • Strong understanding of disability inclusion, gender equality, community engagement, safeguarding, locally led development, and social inclusion approaches.
  • Experience leading multidisciplinary teams and influencing inclusion outcomes across complex organisational structures.
  • Excellent written and verbal communication skills in English.

Desirable

  • Experience with DFAT-funded programs or similar donor-funded develpment initiatives.
  • Experience working in infrastructure, climate, financing, or sustainable development programs.
  • Experience managing consortium partners, delivery partners, community engagement providers, or similar partnership arrangements.
  • Experience working in Indonesia or comparable contexts.
  • Established networks with civil society organisations, disability organisations, women's organisations, and community groups.
  • Bahasa Indonesia language skills (for international applicants).
