Overview
The Australia–Papua New Guinea Economic Partnership (APEP) is a multi-sectoral Australian Government investment implemented by Abt Global. APEP serves as the Australian Government's primary mechanism for delivering and coordinating economic development assistance to Papua New Guinea (PNG). The program works collaboratively with the Government of PNG, development partners, donor agencies, the private sector, and industry stakeholders to promote sustainable and inclusive economic growth.
This activity described here is part of APEP's Agricultural Growth and Livelihoods workstream and contributes to strengthening PNG's biosecurity systems, improving agricultural market access, and supporting more efficient export processes. PNG’s phytosanitary certification system is currently largely paper based, resulting in processing delays, higher transaction costs, increased risks of error and fraud, and constraints on access to international export markets.
Description
Abt Global is seeking quotations from suitably qualified service provider to provide specialist technical and operational support for Phase 1 implementation of the ePhyto system. This RFQ will be issued through an open market process and is open to all interested suppliers that can demonstrate the required capability, experience, and value for money. The process will assess both technical capability and value for money, with emphasis on practical delivery in PNG, stakeholder coordination, training quality, pilot readiness, and sustainability of Phase 2 rollout recommendations.
The service provider will support PNG Biosecurity Authority (PNGBA) and APEP to configure and operationalise GeNS; develop SOPs, workflows, user documentation and training materials; deliver practical training and mentoring for PNGBA officers (2-3 training sessions) and relevant industry stakeholders (3 sessions – one each in Port Moresby, Lae and Kokopo); support pilot testing with trading partners; assist with operational launch at pilot ports; and document lessons learned and recommendations for Phase 2 national rollout. The assignment is expected to be delivered through a hybrid approach, with home-based inputs and travel to and within Papua New Guinea as required and agreed in an approved workplan. The assignment duration is anticipated to be nine months.
