SUMMARY OF THE PROJECT

SUMMARY OF THE ASSIGNMENT
CAPRED is supporting a private sector borrower developing a greenfield rice milling facility in Cambodia ("the Facility") that is seeking CCFF financing on this basis. An independent, design-stage energy efficiency assessment has established a baseline and design-case energy performance for the Facility. A summary of the Facility and the design-stage assessment is provided at Annex 1 (Project Information). For reasons of commercial confidentiality, the borrower's name and other site-identifying details are withheld from this RFP and will be provided to the successful applicant prior to assignment start.
CAPRED seeks to engage a qualified consulting firm or independent consultant ("the Consultant") to independently perform Commissioning, Measurement and Verification (Cx, M&V) services for the Facility described at Annex 1, in accordance with the International Performance Measurement and Verification Protocol (IPMVP) Option C - Whole Facility Measurement, to confirm that the Facility's energy efficiency measures are installed, commissioned, and operating in line with its design energy performance.

KEY RESPONSIBILITIES
The Consultant shall undertake the following activities, as applicable to the assignment:
- Review relevant documentation, including baseline assessment findings, equipment specifications, design assumptions, installation records, commissioning records, operating procedures, and lender reporting requirements.
- Confirm the assessment boundary, performance indicators, baseline assumptions, metering requirements, data collection methodology, monitoring period, and evidence requirements with CAPRED, the Facility owner, and the financier, as set out in Annex 2.
- Verify the installation, functionality, and readiness of energy, production, and other relevant monitoring systems required to support performance measurement and verification.
- Conduct site inspections to verify installation status, commissioning completion, operational readiness, and the availability and quality of required performance data.
- Collect, monitor and assess energy performance during the agreed verification period and frequency, and calculate the performance indicators set out in Annex 2.
- Compare actual performance against baseline assumptions, design targets, financing requirements, and other agreed performance benchmarks (see Annex 1 and Annex 2).
- Identify factors that may materially influence energy performance and recommend practical corrective, operational, or monitoring actions, without assuming responsibility for implementation.
- Present preliminary findings to CAPRED, the financier and the Facility owner and incorporate feedback into the assessment report(s).
JOB REQUIREMENTS
- Relevant tertiary qualifications in mechanical, electrical, energy, industrial, or a related engineering discipline; an advanced degree or accreditation in energy management is an advantage.
- Certified Energy Manager (CEM), Certified Energy Auditor (CEA), or equivalent recognised professional certification, held by the lead consultant / team member.
- Minimum five years of professional experience conducting energy audits, commissioning, or M&V assignments for industrial or agro-processing facilities, with a demonstrated track record of comparable assignments.
- Demonstrated working knowledge of the International Performance Measurement and Verification Protocol (IPMVP), including Option C - Whole Facility Measurement, and of ISO 50001/ISO 50002 or equivalent standards.
- Experience with biomass-fired thermal systems and associated heat balance / thermal efficiency verification is an advantage.
- Experience in agro-processing or food processing sectors is an advantage.
- Prior experience preparing lender-facing or development-finance-facing technical reports (e.g. for DFIs, climate funds, or concessional lending facilities such as the CCFF) is strongly preferred.
- Fluent written and spoken English is required; Khmer language ability, or a Khmer-speaking team member, is an advantage for site-level data collection and stakeholder engagement.

The proposal, including the Technical and Financial Response Forms, must be submitted no later than 5pm (Phnom Penh time), 24 September 2026 by email to procurement@capred.org with "RFP - Commissioning, Measurement and Verification (Cx, M&V) Consultant Services" in the subject line. Any proposals submitted after this time and date will not be considered.
The applicant is required to submit the Response Form in English (form provided separately), with an indication of a daily rate for each task/service as per the Response Form, and a milestone-based financial proposal including estimated level of effort by deliverable and any reimbursable costs (e.g. site travel). The rate should include any and all costs to carry out the work in the specified location. The applicant should also detail any other relevant assumptions or required terms.
The program will host an online briefing and Q&A session on 7 September 2026. Interested bidders may register to join the briefing by emailing procurement@capred.org, no later than 04 September 2026.
