The Program

The Samoa Tautua – Human Development for All Program assists in the delivery of Australia’s human development commitments in support of Samoa’s development priorities. The program is supporting the human development foundations required for Samoa’s health security, economic recovery, and continued stability thereafter. Tautua prioritises five interconnected pillars of human development: Education, Health, Gender Equality, Disability and Social Protection. The Tautua Program has partnered with eight CSOs through direct funding and partnership agreements, using a ‘grants plus’ model that combines financial support with institutional strengthening. This includes funding for operations, training, mentoring, and shared learning. All CSOs undergo due diligence aligned with DFAT’s framework, with ongoing support to ensure compliance. The Civil Society Engagement Manager oversees grant assessments, agreement drafting, and implementation.

Description

The Role

The Program Activity Coordinator will be required to help assure that project management systems are built around all technical assistance assignments from the commencement of the activity while also assisting the Technical Leads in assuring quality of all assignments' outputs and deliverables. The Program Activity Coordinator will work predominantly with the Education Technical Lead, focusing on coordinating and implementing education-related initiatives, programs and interventions. A sound understanding of education systems, and a strong commitment to promoting education initiatives with flexibility to support other technical areas as needed, would be highly beneficial. A strong understanding of the social issues and the dynamics needed to combat these through a cross-sectoral approach will also be desirable.

Key responsibilities include:

  • Support the Education Technical Lead in developing, implementing and monitoring annual, quarterly and monthly work plans and budgets, ensuring integration of MEL (Monitoring, Evaluation and Learning) and Communications/Public Diplomacy requirements.

  • Coordinate meetings, workshops, stakeholder engagements, procurement activities and logistics while maintaining accurate records, documentation and compliance with organizational systems, SharePoint and program standards.

  • Build and maintain effective relationships with government agencies, civil society organizations, implementing partners, DFAT and other stakeholders to strengthen collaboration, coordination and delivery of education-related initiatives.

  • Support the recruitment, coordination, performance monitoring and reporting of Short Term Advisors and assist in the co-design and implementation of education interventions and program activities.

  • Collect, maintain and analyze program data and evidence; support reporting requirements; monitor implementation progress and expenditure; and identify, document and manage risks in line with program frameworks.

  • Contribute to a collaborative team culture, represent the program in meetings and workshops when required, support cross-functional initiatives and undertake additional duties and travel as needed to achieve program objectives.

About you

You will have a strong understanding of program implementation across the project lifecycle, supporting the planning, coordination, delivery, monitoring and reporting of education initiatives. You will be a highly organized and collaborative professional with demonstrated experience managing multiple activities, coordinating stakeholders and supporting the effective delivery of complex development programs. Your ability to build and maintain positive relationships with diverse partners will contribute to achieving sustainable, locally driven outcomes. Experience working in the Pacific Islands region is highly desirable, reflecting an understanding of culturally responsive approaches and a commitment to locally led development.

Additional key requirements include:

  • Experience in designing and implementing qualitative and quantitative studies, including incorporating GEDSI focus and analysis.

  • Must have experience in quantitatively and qualitatively analyzing MEL data and synthesizing findings for programmatic use.

  • Analytical thinking skills to break down complex data and information into manageable components and use evidence and logic to draw conclusions and make decisions. 

  • Ability to respond positively to change and adjust MEL approaches as needed and manage competing priorities in dynamic program environments. 

  • In-depth knowledge of Samoa’s government systems, civil societies, sectoral landscape and human development policy environment, with the cultural competence to navigate formal and informal protocols respectfully.
