Summary
Aus4Adaptation is an Australian Government investment supporting climate adaptation and resilience in Vietnam through partnerships, technical assistance, innovation and knowledge exchange. Managed by Palladium on behalf of the Australian Government, Aus4Adaptation works with government agencies, research institutions, private sector organisations and development partners to support sustainable and climate-resilient development outcomes.
The current phase of Aus4Adaptation is expected to operate until August 2030, with the potential for extension beyond this period subject to future program requirements and funding arrangements.
To support ongoing operations, Palladium is approaching the market through a two-step procurement process to collaboratively procure a fit-for-purpose office space through the provision of a rental office lease or rental of property or building in Hanoi. An Expression of Interest is the first step, which will be followed by a request for proposal to shortlisted potential suppliers.
Palladium will consider a range of differing lease terms which optimise commercial opportunities and value for money for our Client.
Potential Suppliers to the EOI are to be submitted by entities or persons who:
- own the property
- have a legal interest in the Property and can grant a lease over it
- have the right to acquire the Property and will be able to grant a lease over it that can commence by the specified date; or
- is a licensed agent or firm that can act on behalf of any of the entities or persons above.
Description
1. Objective
The objective of this EOI is to identify a Potential Supplier who can provide or facilitate the provision of Rental Office Lease or Rental of Property or Building as the premises for the implementation of Aus4Adaptation. The EOI will undertake an assessment of the office leasing market in Hanoi and select one or more Potential Suppliers to participate in a Request for Proposal.
While the final location in Hanoi and detailed requirements have not yet been confirmed, the initial office requirements are:
- be located within a suitable office building in Hanoi or standalone property
- accommodate up to 25 personnel and accompanying facilities
- comprise approximately 250 square metres of office space
- be provided in a bare-shell or similar base-building condition or fitted out (turn-key)
- enter into a lease that ends in August 2030.
Aus4Adaptation anticipates occupying the completed office by 1 January 2027.
2. EOI submission requirements
Interested Potential Supplier are invited to submit the following information in English.
A. Company/Individual Information
Potential Suppliers are to state whether they are an entity or person who:
- own a property for potential leasing purposes
- have a legal interest in a property and can grant a lease over it
- have the right to acquire a property and will be able to grant a lease over it that can commence by the specified date; or
- is a licensed agent or firm that can act on behalf of any of the entities or persons above.
Potential Suppliers are to also provide:
- Company/Individual profile
- Business Registration Certificate and relevant operating licences
- Contact details for the primary point of contact.
B. Relevant experience and portfolio
Potential Suppliers must also provide:
- portfolio of potential leasing options with specifications, timing availability and indicative costings
- past examples of leased options with other clients
- examples working with international or donor-funded organisations (optional).

4. Important Information
- Submission of an EOI does not guarantee inclusion on the shortlist or invitation to any future procurement process.
- Palladium reserves the right to accept or reject any submission and may amend, suspend or cancel this EOI process at any time.
- Only shortlisted Potential Suppliers may be invited to participate in any subsequent RFP process.
- Palladium may request additional information or clarification from respondents during the evaluation process.

6. Cost of proposal preparation
The Potential Supplier shall bear all costs associated with the preparation and submission of the respective proposal, and Palladium shall not be responsible or liable for those costs, regardless of the conduct or outcome of the selection process. Palladium is not bound to accept any proposal and reserves the right to annul the selection process at any time prior to contract award, without thereby incurring any liability to the Potential Supplier .
