Summary

Background

The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing in January 2025, it contributes to the delivery of Fiji’s national development priorities, in line with Australia’s International Development Policy, the Fiji–Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform delivers key bilateral programs across health, education, scholarships, social infrastructure, governance, and emergency preparedness and response. Platform activities also address climate and disaster resilience, gender equality, disability and social inclusion (GEDSI), and localisation across and beyond sector programs. 

Through the Fiji Social Infrastructure Program (FSIP), the Platform is delivering the 45 Schools Water, Sanitation and Hygiene (WASH) Development Program, which will improve access to safe, functional and climate-resilient WASH facilities across selected schools in Fiji. 

Description

The Opportunity 

Abt Global, through the Fiji Program Support Platform (FPSP), is approaching the market for FPSP-RFP-2026-036 – 45 Schools Water, Sanitation & Hygiene (WASH) Development Program – Construction Management Services.

The Platform is seeking one (1) suitably qualified and experienced consultant firm to provide Construction Management Services (CMS), including superintendency and construction supervision services, for the delivery of the 45 Schools WASH Development Program.

The initial focus of services is the Pilot Schools – Nabua Primary School and Nabua Secondary School, with construction expected to commence following mobilisation in November 2026 and practical completion targeted for Q2 2027.

The Construction Management Services will subsequently support the delivery of WASH works across the remaining schools, with implementation expected to continue progressively through 2027 and 2028.

  • Part D – Scope of Services Appendices; and
  • Part E – Draft Contract

Parts A, B and C of the RFP will be made available online. Part D - Scope of Work Appendices and Part E – Draft Contract will be provided to interested Tenderers upon request to tenders@fpsp.org.fj due to file size.

Qualification of Service Providers

Response to the RFP must cover all mandatory compliance, technical, and financial criteria.

Submission

Submissions will be evaluated by an independent Tender evaluation panel, and the successful Respondent will be formally notified of the outcome of the process.
