The Role
Leadership development is a cornerstone of APLJ's refreshed approach to improving law and justice sector outcomes through locally led solutions, strengthened coordination and sustainable capability development. The Law and Justice Advisor will lead the design, implementation and continuous improvement of leadership development initiatives that align with APLJ priorities and the PNG Law and Justice Policy 2025–2035.
This role will strengthen leadership capability across PNG's law and justice sector by supporting the development and implementation of leadership strategies, systems and learning opportunities that promote inclusive, accountable and effective leadership and institutions. The Law and Justice Advisor will support both pre-service and in-service leadership development initiatives, contribute to sector coordination activities, and provide practical advice and support on priority law and justice sector issues.

About You
The preferred candidate will have the following:
Qualifications and Experience
· Demonstrated experience designing, implementing and evaluating leadership development strategies, frameworks and learning programs.
· Proven experience and relevant qualification (or relevant experience) in leadership development within complex development contexts, preferably in the Pacific region.
· Relevant qualifications and/or experience in law, governance, public policy, public administration, international development, or a related field.
· Understanding of legal and policy processes and the ability to provide practical advice and support on sector issues.
· Ability to analyse complex issues and provide practical recommendations for decision-makers.
Capacity Development
· Demonstrated ability and experience in capacity building and knowledge management, and an understanding of career progression systems and relevant learning and development.
· Proven ability to mentor and build the capacity of senior leaders and staff in the importance of succession planning and institutional reform processes.
· Demonstrated experience in leadership learning and development programs and practices.
· Sound understanding of organisational development, workforce capability, succession planning and adult learning principles.
Leadership, Teamwork and Communication
· Excellent interpersonal and communication skills (spoken, written and presentation), including ability to present issues with clarity.
· Demonstrated intellectual leadership and ability to integrate knowledge with broader strategic, policy and operational objectives.
· Ability to develop and maintain results-focused stakeholder relationships.
· Ability to work collaboratively with diverse stakeholders and across agencies to contribute to sustainable outcomes including advocacy and the capacity to negotiate effective and mutually beneficial solutions.
· Experience in sensitive political and institutional environments requiring diplomacy and discretion.
· Demonstrated ability to prepare high-quality briefing notes, reports, presentations, submissions and other written products for senior decision-makers.
Project Management and Organisational Skills
· Demonstrated experience planning and coordinating complex activities involving multiple stakeholders.
· Demonstrated project management and coordination experience, including activity planning, procurement, budgeting, forecasting, and reporting.
· Highly organised with strong attention to detail and ability to manage competing priorities.
· Advanced Microsoft Office skills, particularly Excel, Word, PowerPoint, and the ability to learn and use emerging AI tools.
· Experience maintaining spreadsheets, trackers, databases and reporting systems.
