KINETIK is seeking qualified professionals for Safeguards Lead role to support program delivery and implementation in Jakarta, Indonesia.
Program Background
KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.
KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):
- Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
- Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
- Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.
The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.
KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role
The Safeguards Lead is responsible for KINETIK’s safeguarding portfolio, providing technical leadership and oversight across environmental and social safeguards, child protection, Protection from Sexual Exploitation, Abuse and Harassment (PSEAH), modern slavery, community safety, responsible delivery, and social risk management.
The role leads the development, implementation, and continuous improvement of safeguarding approaches across the full KINETIK partnership, ensuring safeguarding considerations are systematically integrated into policy engagement, partnerships, financing activities, infrastructure investments, community engagement, and program operations.
The role works closely with all program pillars to ensure safeguarding risks are identified and managed throughout the activity lifecycle, from concept development and design through to implementation, monitoring, and completion. The role maintains a strong focus on risk-based decision-making, partner due diligence, safeguarding systems, capacity strengthening, and continuous improvement aligned with DFAT and DT Global requirements.
The role provides technical oversight of safeguarding arrangements across delivery partners, including the Community Engagement Partner, the Emerging Markets Advisory Partner (EMAP), advisers, contractors, grantees, and other implementation partners, ensuring safeguarding requirements are consistently applied across the full KINETIK partnership.
The role supports KINETIK's broader objectives by ensuring that climate-resilient infrastructure, innovative financing, policy engagement, and community-based activities are delivered in a manner that is safe, inclusive, accessible, and responsive to environmental and social safeguarding risks.

About You
Essential Experience and Knowledge
- Degree in social development, environmental management, law, international development, governance, public policy, or a related field; postgraduate qualification preferred.
- Minimum 10 years of experience in safeguarding, environmental and social risk management, social development, child protection, PSEAH, community safety, or related fields.
- Demonstrated experience developing and implementing safeguarding systems and frameworks within international development programs, infrastructure programs, or donor-funded initiatives.
- Strong understanding of environmental and social safeguards, child protection, PSEAH, social risk management, and responsible development principles.
- Experience conducting safeguarding due diligence, risk assessments, incident management, and compliance reviews.
- Demonstrated experience providing safeguarding advice across complex and multi-stakeholder programs.
- Strong analytical, facilitation, and stakeholder engagement skills.
- Excellent written and verbal communication skills in English; Bahasa Indonesia language skills highly desirable (for international applicants).
Desirable
- Experience with DFAT-funded programs or similar donor-funded initiatives.
- Experience supporting infrastructure, climate, financing, or investment-related programs.
- Experience working in Indonesia or comparable contexts.
- Experience integrating safeguarding with GEDSI, community engagement, and locally led development approaches.
- Relevant professional training or accreditation in safeguarding, environmental and social safeguards, child protection, PSEAH, or related fields.
