The Program

The Samoa Tautua – Human Development for All Program assists in the delivery of Australia’s commitments to the development of Samoa through building and supporting the human development foundations required for Samoa’s health security, economic recovery, and continued stability thereafter. Tautua prioritises five interconnected pillars of human development: Education, Health, Gender Equality, Disability and Social Protection. Guided by the Government of Samoa, Tautua provides opportunity to create transformative change in human development by addressing complex development needs though multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, short-term needs, build capacity and through research, monitoring and evaluation apply lessons learned and evidence-based decision making to continuously improve delivery.  The goal for Tautua is 'improved health, education, gender equality and social outcomes, and social harmony for all Samoans'.

Summary

The National University of Samoa (NUS) continues to enhance its digital infrastructure to support the growing technology needs of teaching, learning, research, administration and institutional services. As demand for reliable, secure and high-capacity connectivity increases, the University is undertaking a network infrastructure modernisation programme to strengthen its core and campus networks, enhance cybersecurity, improve digital resilience and expand its capability to support future growth and innovation. This initiative also aligns with national priorities to strengthen Samoa’s digital connectivity and infrastructure.

To support these objectives, NUS is seeking a Technical Adviser (TA) to provide specialist expertise and implementation support for key network modernisation initiatives, including the upgrade of core network infrastructure and preparation for hosting and operating Samoa’s National Internet Exchange Point (IXP). The assignment will help ensure the University has a secure, scalable, and resilient ICT environment capable of meeting current and future digital service demands while contributing to national connectivity goals and the sustainable development of Samoa’s digital ecosystem.

Description

The Role

The Technical Adviser will provide strategic, technical and advisory services to NUS throughout the planning and implementation of the network infrastructure upgrade programme. The assignment will include support for infrastructure assessment, network redesign, IXP hosting readiness, cybersecurity enhancement, procurement planning, system integration, implementation oversight, risk management and staff capacity development.

Key Responsibilities

  1. Lead project initiation, stakeholder engagement, planning and governance activities to ensure effective coordination, communication and timely delivery of assignment objectives.

  2. Conduct comprehensive network assessments and gap analyses and develop future-state network architectures, upgrade roadmaps and infrastructure modernisation plans.

  3. Design and implement Internet Exchange Point (IXP) integration and connectivity solutions to enhance network performance, peering capability and regulatory compliance.

  4. Develop and implement cybersecurity, network security and surveillance integration frameworks to strengthen protection, monitoring and risk management across the network environment.

  5. Enhance network resilience, business continuity and multi-campus connectivity through redundancy, failover, load-balancing and performance optimisation measures.

  6. Build institutional ICT capacity through training, knowledge transfer, operational documentation and development of sustainable network operations and maintenance practices.

  7. Provide strategic advisory support and prepare technical reports, presentations, recommendations and project close-out documentation to ensure successful completion and handover of all assignment outputs.

About you 

The ideal candidate will bring demonstrated expertise in network infrastructure design, implementation and optimisation, cybersecurity, internet exchange point (IXP) deployment and digital resilience within complex ICT environments. A strong understanding of enterprise network architecture, network security, connectivity solutions and emerging technologies, together with experience in capacity building and knowledge transfer, will be highly valued. 

Additional key requirements include:

  • Exceptional organisational and planning skills, with the ability to manage multiple priorities under pressure while maintaining attention to detail.

  • Strategic and critical thinking capabilities, supported by a history of analytical work in program or project management environments.

  • Proven experience leading diverse teams, with a focus on fostering positive team culture and delivering results through collaboration and trust.

  • Strong skills in project planning, reporting and monitoring and evaluation.
