Program Background 

The Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a joint initiative between the Governments of Australia and Indonesia to support the transformation of Indonesia’s human and animal health systems, policy, and governance. The program runs for eight years (2025–2033), with total funding of up to AUD 100 million. Phase 1 runs from August 2025 to June 2029, investing about AUD 50 million. Phase 2 will extend the program out to 2033, pending agreement between the Governments of Australia and Indonesia.

KITA SEHAT is funded and managed by Australia’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global. Indonesia's Ministry of National Development Planning/National Development Planning Agency (Kementerian PPN/ Bappenas) is the primary coordinating ministry for the program, in partnership with the Ministry of Health, the Ministry of Agriculture and subnational governments in Jawa Barat, Nusa Tenggara Timur and Papua Barat Daya.

The program works towards four end-of-program outcomes (EOPOs):  

  • Primary health care policy and governance – by 2033, national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.  
  • Primary health services – by 2033, selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalized groups. 
  • Health system enablers – by 2033, national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions. 
  • Health security – by 2033, national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.  

 

KITA SEHAT is designed to address local priorities, ensure women and people with disabilities are central to health system change, and to build climate resilience into how that change is delivered. The program is aligned to Indonesia’s National Medium-Term Development Plan (RPJMN) 2025-2029, specifically National Priority 4: Strengthening Human Resources Development, Science, Technology, Education, Health Sport, Gender Equality, and Strengthening the Role of Women, Youth and People with Disabilities

The Role 
As KITA SEHAT transitions from inception to full implementation, a dedicated Subnational Integration Lead is needed to strengthen coordination between national priorities and implementation at the provincial and district levels. As the Program expands across Nusa Tenggara Timur, Jawa Barat and Papua Barat Daya, the role will provide strategic oversight of subnational delivery, strengthen partnerships with provincial and district governments, and ensure activities are aligned with both local priorities and the Program's Annual Work Plan.

The Subnational Integration Lead will act as the key link between the national and provincial teams, ensuring that insights, challenges and opportunities from the field are reflected in program planning and decision-making. The role will also lead provincial teams, support effective governance arrangements, foster collaboration with government and development partners, and ensure consistent implementation of DFAT, DT Global and KITA SEHAT policies across all provinces.

This position is critical to ensuring KITA SEHAT delivers a coordinated, responsive and high-quality program while supporting sustainable health system transformation at the subnational level.

The Subnational Lead is responsible for the delivery of KITA SEHAT across the program's three provinces — working with provincial and district government partners to solve priority problems where KITA SEHAT has relevant technical expertise, while keeping delivery within the program's agreed strategy and scope. The role leads the establishment and oversight of provincial offices and teams in Jawa Barat, NTT and Papua Barat Daya, drives provincial work planning, and builds strong, trusted relationships with subnational government authorities and other partners.

This role reports to the Deputy Team Leader (Partnerships and Implementation) and is part of the Senior Management Team

Management of Subnational Activities

  • Establish and manage provincial offices and district-level activities in NTT, Jawa Barat and Papua Barat Daya, working with the Operations Lead on logistics, staffing, office fit-out and administrative set-up, and ensuring each office operates efficiently and in compliance with DT Global and KITA SEHAT operational policies and procedures. 
  • Lead delivery and development of provincial work plans, ensuring activities are grounded in provincial and district priorities and fully aligned with the Annual Work Plan, EOPOs/IOs and national strategies. 
  • Coordinate provincial planning timelines with the Strategy and Quality Lead, and support prioritisation and sequencing of activities in line with program-wide resourcing and delivery capacity.

 

National–Subnational Coordination and Alignment

  • Serve as the primary bridge between national program strategy and provincial/district implementation, ensuring national strategies are translated into subnational activities while maintaining clear feedback loops to ensure implementation challenges, partner inputs and emerging provincial/district priorities are considered in national program planning. 
  • Actively identify where subnational government priorities present opportunities for KITA SEHAT to add value. Work with the Strategy and Quality Lead to integrate these findings and subnational feedback into program work plans, strategies and initiatives.
  • Coordinate closely with the Team Leader, Deputy Team Leader and Program Management Team to align on priorities, confirm direction, and ensure provincial delivery is sequenced around strategic priorities rather than as ad hoc responses to individual requests.
  • Provide the Deputy Team Leader and Team Leader with regular, proactive updates on provincial progress, risks and stakeholder dynamics, and escalate early — rather than resolving unilaterally — anything that falls outside agreed program scope, requires significant new resourcing, or carries national-level political sensitivity.

 

Subnational Partnerships and Government Relations

  • Build and maintain strong, professional relationships with subnational government authorities (provincial and district), health and agricultural authorities and implementing partners.
  • Lead and coordinate strategic engagement with GoI subnational counterparts, ensuring their inputs are actively considered in program decisions that affect provincial and district implementation. Manage engagement with senior subnational officials, including prior coordination with the Deputy Team Leader and Team Leader where national-level sensitivities may arise, and ensure timely reporting of key outcomes, risks and agreed follow-up actions.
  • Foster collaboration with other DFAT-funded programs operating at subnational level to promote synergies and avoid duplication.

 

Team Management

  • Manage, supervise and support the performance of provincial managers and their teams across NTT, Jawa Barat and Papua Barat Daya, with each provincial team comprising a Provincial Manager, three District Coordinators, one Finance and Administration Officer, and one Subnational MEL Officer. This includes establishing clear team and individual performance goals and conducting regular performance monitoring, feedback and improvement processes as required.
  • Support the professional development of provincial staff through coordinated skill-building and mentoring aligned with implementation needs.
  • Foster a positive, inclusive and high-performing culture across the provincial teams and positive engagement with the national team.

 

Governance

  • Lead the design, coordination and management of Provincial Program Committees for each province, ensuring they operate effectively, are participatory with government officials, and contribute to priorities and lessons to the Program Technical Committees on 'Primary Health Care and Nutrition' and 'One Health and Health Security', and to the Program Steering Committee.
  • Work with the Senior Management Team on GoI-facing aspects of provincial governance forums where national–provincial alignment is required.
  • Facilitate cross-provincial learning and sharing of best practice across the three provinces, associated districts and with national stakeholders.

 

Quality, Reporting and Compliance

  • Work closely with the MEL Lead to ensure high-quality planning, implementation and measurement of provincial outcomes.
  • Work closely with the GEDSI Lead to ensure gender equality, disability inclusion and health equity are embedded across subnational activities and partnerships.
  • Coordinate timely development of high-quality provincial inputs to program reporting.
  • Ensure adherence to all DFAT, DT Global and KITA SEHAT policies, including gender equality, disability inclusion, child protection, fraud prevention, anti-corruption, PSEAH and environmental safeguards.
  • Comply with all relevant Government of Indonesia laws and policies and monitor provincial team compliance with DT Global and KITA SEHAT operational guidelines.

  • Contribute to the effective operation of the organisation by undertaking additional responsibilities that are reasonably within the scope, classification, and capability of the position.

About You

Essential Experience and Knowledge:

  • Advanced degree in social sciences, development studies, public health, animal health or related field, with a minimum of 12 years' experience working in or with Indonesian government agencies, particularly at the subnational level and in the human and animal health sectors.
  • Proven experience in project management leading delivery at the subnational level, with expertise in managing governance mechanisms, varied projects and activities, and coordinating between national and subnational teams.
  • Proven experience managing and supporting dispersed teams across multiple locations, including line management of provincial or regional managers.
  • Demonstrated ability to build and sustain effective partnerships with subnational government counterparts, civil society and local stakeholders.
  • Sound understanding of current health policy and health system priorities, with the ability to translate national strategy into practical, well-sequenced provincial delivery.
  • Excellent interpersonal and cross-cultural communication skills, with sound judgement in stakeholder engagement and a demonstrated ability to work within agreed protocols and escalate issues appropriately.
  • Excellent verbal and written communication skills in both English and Bahasa Indonesia

 

Desirable:  

Previous experience working on DFAT-funded programs or familiarity with DFAT policies, guidelines and reporting requirements
